13.20.005 - Permits and fees.¶
A. Permission shall not be granted to connect the sewer on any outside lot to lateral or main sewers in the city unless a permit therefor is first obtained and a connection fee therefor is determined and paid to the city clerk.
B. An annual fee shall be determined and shall be paid for service before July 1st of each year for the following fiscal year. Such fees may be prorated for the period to the next July 1st, according to the remaining number of months.

13.20.010 - Special agreements.¶
Where special conditions exist, contracts for serving lots outside the city are permitted.

13.20.015 - Permit granting optional.¶
The granting of such permission shall in any event be optional with the city.

13.20.020 - Connection agreement.¶
In no event shall such permits be granted unless the applicant first enters into a contract, in writing, whereby he binds himself, his heirs, successors and assigns to abide by all the ordinances, rules and regulations regulating the manner in which such sewer will be used, the manner of connection therewith, the plumbing, and drainage in connection therewith.
