It shall be unlawful to obstruct any gutter so as to prevent the free flow of water therein. Driveways from the street to private premises shall be so constructed as not to prevent the free flow of water in the gutters of the street. (Ord. Code § 3221.2)
18-17.1: WATERWAYS; PORTER SLOUGH DECLARED NUISANCE UNDER CERTAIN CONDITIONS; ABATEMENT:¶
At those times when the Porter Slough is not in a clean, debris free and weed free condition, said slough constitutes a menace and hazard to the persons and property of the citizens of the city of Porterville. When said slough is not in a clean, debris free and weed free condition, the condition of said slough constitutes a nuisance, and the city of Porterville, acting through its duly authorized representatives, is hereby authorized to abate said nuisance.
