Sec. 6-1. - Definitions.¶
The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Domestic animal includes horses, mules, cattle, sheep, goats, chickens, turkeys, ducks, geese and all other domestic animals and birds normally found in the Continental United States of America, except swine and household pets.
Enclosed premises means any lot or premises so enclosed as to prevent any confined animal or fowl from escaping therefrom.
Exotic animal means any species that cannot be legally bought or sold as a pet in the State of California or requires special permitting from the United States Department of Agriculture or the California Department of Fish and Game.
Guide dog means any guide dog or seeing eye dog which was trained by a person licensed under the provisions of Chapter 9.5 (commencing with section 7200 of Division 3 of the Business and Professions Code.)
Household pets include dogs, cats, canaries, parrots and other birds and animals ordinarily kept as household pets.
License collector means the Executive Director of the Inland Valley Humane Society his/her deputies and assistants.
Shelter manager means the Executive Director of the Inland Valley Humane Society his/her deputies and assistants.
Signal dog means any dog trained to alert a deaf person, or person whose hearing is impaired, to intruders or sounds.

Sec. 6-2. - Penalties for violation—Enforcing officer.¶
Any person violating or causing the violation of any of the provisions of this chapter shall be guilty of a misdemeanor or an infraction at the discretion of the City Attorney or the District Attorney of Los Angeles County, unless otherwise specified. The shelter manager shall enforce this chapter.

Sec. 6-3. - Slaughtering and slaughterhouses.¶
No person shall establish or maintain any slaughterhouse or slaughter any cattle, sheep, horses, goats or hogs or any other animal, fowl or reptile, except rabbits and chickens for domestic use within the city.

Sec. 6-4. - Certain animals and reptiles prohibited.¶
Except as otherwise permitted in the city's zoning ordinance, including, but not limited to, section .436(1)(m), it shall be unlawful for any person to keep, maintain or permit to be maintained any of the following on any premises within the city:
(1) Swine.
(2) Dangerous or poisonous reptiles.
(3) Bees.
(4) Male goats.
(5) Exotic animal.
However, any such animal may be kept in the city after the owner or custodian of an exotic animal applies for an exotic animal permit from the shelter manager. The shelter manager may issue a permit upon the payment of a fee set by resolution of the city council. This permit will require that the animal be properly caged, maintained and fed and that the owner or custodian has complied with all other applicable laws, ordinances and required permits of the county or state.

Sec. 6-5. - Roosters prohibited.¶
(a) No rooster shall be kept on any parcel in the city. The shelter manager shall impound any rooster found in the city. The owner or his/her representative must redeem impounded roosters within 48 hours; failure to redeem within this time shall be deemed to be a forfeiture of the rooster. The owner shall be liable for all impound fees at the time of redemption. Any owner must, as a precondition to the release of the rooster, provide the shelter manager a relocation address outside of the city limits or the intended disposition of the redeemed rooster. The shelter manager may retain the rooster if the redeeming party cannot provide relocation/disposition information that is in accordance with this section. The owner of the rooster shall be liable for all impound and care fees associated with the retention of the rooster. The shelter manager may destroy any rooster not redeemed within 48 hours.
(b) It shall be an infraction to provide false information to the shelter manager regarding the relocation address or disposition of a redeemed rooster.

Sec. 6-6. - Animal noise and nuisance animals—Public nuisance.¶
(a) No person shall keep upon any premises in the city, any rooster, peacock, or any other bird or animal which by any sound or cry violates article VII of chapter 18 pertaining to noise.
(b) Any animal(s) repeatedly at large, which molests passersby or passing vehicle, attacks or kills other animals, damages/trespasses on public or private property, barks, whines, howls, cries or makes any loud noises in a continuous or untimely fashion, shall be considered a public nuisance.
(c) Upon receipt in writing of such nuisance from at least two persons from separate households in the immediate neighborhood, the city or its agent shall issue a notice to abate said nuisance to the owner of the animal or animals or the occupant of said premises in question giving a reasonable amount of time to abate the nuisance.
(d) Any person who maintains permits or allows a public nuisance to exist upon his or her property or the premises of another, after reasonable notice in writing from the city or its agents shall be a violation of this section and shall be punishable as a misdemeanor. Each day the nuisance continues to exist shall be a separate offense.

Sec. 6-7. - Running at large.¶
No person owning, having an interest in, harboring, or having charge, care, custody or possession of any domestic animal shall allow it to be loose upon any public street or unenclosed lot in the city or to go upon the premises of any other person without the consent of that person or owner of the property.

Sec. 6-8. - Presence on sidewalks, streets or public rights-of-way.¶
No person shall ride, drive or lead any domestic animal upon any sidewalk, street or public right-of-way, except horses on designated equestrian trails. This section shall have no application to parades, animal shows and other types of exhibitions when proper permits have been obtained from the city.

Sec. 6-9. - Retaining possession of unowned household pet or domestic animal; report.¶
No person shall possess any household pet or domestic animal for a period of more than 24 hours without the consent of its owner unless such person shall report it to the shelter manager, who then has the right to impound such animal. The person finding such animal shall, if the owner does not appear, have the first option to adopt the animal, if the shelter manager deems the animal adoptable.

Sec. 6-10. - Enforcement authority.¶
(a) The shelter manager, as defined, and his/her deputies and assistants shall have the authority to issue administrative citations for violation of any provisions of this chapter. Pursuant to the current agreement in place between the city and the Inland Valley Humane Society, any fines or penalties due under the citations shall be payable to the Inland Valley Humane Society.
(b) The shelter manager and his/her deputies and assistants shall have the authority to issue notices to appear in court pursuant to Chapter 5c (commencing with Section 853.5 of Title 3 of Part 2 of the Penal Code of the State of California) for violations of state and local animal control laws. This authority is based on Section 14503 of the Corporations Code. Animal control officers shall have the authority provided by state law including but not limited to that described by Penal Code section 830.9.
