Sec. 26-1. - Annual budget.¶
(a) The annual budget for the library department shall be part of the annual city budget to be adopted by the city council. The department shall prepare and submit annually to the council, through the director of finance and the city manager, the library's budget as recommended by the board of library trustees.
(b) The director of finance shall be the chief accounting officer for the department and shall maintain its books and records of revenue and expenditures, which shall be subject to audit and control, as for other departments of the city.

Sec. 26-2. - Funds.¶
(a) All money acquired by gift, devise, bequest, or otherwise, for the purposes of the library, shall be apportioned to a library fund and shall be applied to the purposes authorized in this chapter.
(b) Payments from library funds shall be made upon warrants signed by the library director.
(c) The city treasurer shall have custody of all money and funds of the department.
