Sec. 2-45. - Selection of vice-mayor.¶
(a) The city council shall select one of its members as vice-mayor every eight months beginning on the first meeting of September 1992 and continuing thereafter.
(b) The order of appointment which shall apply, commencing in September 1992, is as follows:
(1) Councilmember from district 2.
(2) Councilmember from district 3.
(3) Councilmember from district 4.
(4) Councilmember from district 5.
(5) Councilmember from district 6.
(6) Councilmember from district 1.
(c) The mayor is ineligible from also serving as the vice-mayor, and the councilmember who has served and completed his term as vice-mayor is also ineligible from serving a consecutive term as vice-mayor.
(d) Any member of the city council may decline to serve his term as vice-mayor, but in declining to serve the member's district shall be placed at the bottom of the order of appointment.
(e) As members leave the city council, the district order of appointment shall be deemed modified by removing the respective council district number from the list and establishing a new order of appointment by resolution. The new order of appointment of vice-mayor shall be established by adding the district number of the new councilmember to the bottom of the list. If two or more new councilmembers are added to the order at the same time, their positions on the order shall be determined by listing their respective council districts in descending numerical order.
(f) Notwithstanding any other subsection of this section, by the affirmative vote of at least five or more members of the city council, including the mayor, and not counting abstentions, any or all subsections of this section may be suspended, and any councilmember, excluding the mayor, may be appointed to the position of vice-mayor for a fixed or indeterminate period or term.
