Sec. 14-111. - Composition.

The police department of the city shall consist of a chief of police, an assistant chief of police, captains, lieutenants, desk sergeants, traffic officers, detectives, patrol officers, and such other officers and police officers as may be appointed under the authority of this article.

Sec. 14-112. - Powers and duties of police chief.

The chief of police shall be the chief executive officer of the police department and, subject to the police commissioner and such rules and regulations as the council may prescribe, shall have full charge of the police force and be vested with the authority and duty to:

(1) Have direct control, management and direction of all officers and employees of the police department and the power to detail them to such public service as may, in his judgment, be necessary, always looking to the best interests of the city and the efficiency of the department. He shall also have control of such apparatus and equipment as may be necessary for the proper and lawful functioning of his office.

(2) Designate the equipment of the department, such as guns and other hardware, style and color of uniforms, etc.

(3) Carry out and enforce the rules and regulations of the police department and be able to suspend or remove any officer for cause, in such manner as provided in this article.

(4) Observe the general conditions of the police department and equipment and make comprehensive monthly and annual reports to the council of departmental activities and expenses.

(5) Investigate all complaints of violations of this Code, city ordinances, laws of the state and federal laws and see that all sections of this Code, ordinances of the city and laws of the state and United States are enforced.

Sec. 14-113. - Powers and duties of assistant chief.

The assistant chief of police shall rank next to the chief of police and shall have similar qualifications. He shall take complete charge in the absence of the chief and shall be vested with the same authority and duties while so acting. Arrangements shall be made so that the assistant chief shall, so far as possible, be present in the absence of the chief. It shall be at all times the duty of the assistant to aid the chief in every possible manner in the enforcement of the law, in maintaining discipline and in ensuring efficiency.

Sec. 14-114. - Payment of legal advertising for lost property.

Whenever any law provides that a finder is entitled to an article he found after a statutory period of time has elapsed after being deposited with the police department and any notice is required to be given by means of legal advertising in a newspaper, the finder, if he becomes entitled to claim such property, shall pay the city through its police department the cost of such legal advertising. Furthermore, if the owner should claim such article as a result of the advertising, the owner shall pay the city through its police department such advertising cost.

Sec. 14-115. - Authority to compel prisoners to work.

(a) Any person confined in the city jail under a judgment of fine or imprisonment for violation of any section of this Code, city ordinance or state law may be compelled to work and labor upon the streets or other public property or works within the city, under the control and supervision of the chief of police or any other responsible person during the term of such sentence.

(b) An order requiring any such person to so labor upon the streets or other public property or works may be made at any time during the period of the sentence of such person at the discretion of the chief of police.

Sec. 14-116. - Investigation fees.

Any investigation required to be made by the police department as a condition for the issuance or renewal of a permit or license, such as a license to carry a concealed weapon, shall not be made or such permit or license issued until the applicant has paid to the city a sum as determined by the chief of police equal to the expense of the police department in making such investigation, including the cost of processing through the state noncriminal fingerprint cards, unless a fee for such investigation and issuance of permit is specifically provided for by another section of this Code.
