Sec. 6-71. - Duties of shelter manager.¶
The shelter manager shall seize and impound all dogs found running at large within the city and shall keep such dogs in the shelter until they shall have been either redeemed or humanely destroyed, and shall keep a written record of these activities.

Sec. 6-72. - Right of entry.¶
The shelter manager in the immediate pursuit of a stray dog or untagged cat shall have the right to enter upon any public or private property within the city, excepting a building designed and used for residential purposes, for the purpose of capturing the dog or cat so that the dog or cat may be examined and impounded.

Sec. 6-73. - Disposition after impoundment.¶
The shelter manager shall keep any stray dog not bearing a license tag or any untagged cat for a period of three business days, excluding the day of impoundment, to allow the animal to be claimed by its owner. Any person, during this period, who claims ownership may redeem such dog or cat, provided that he has proof of ownership and the dog or cat is validly licensed. If any stray dog or cat is unclaimed within the three business days, or any dog or cat bearing a license tag is not claimed, the shelter manager shall offer such dog or cat for adoption or humanely destroy the dog or cat, in accordance with California Food and Agriculture Code Sections 31108 and 31752. The shelter manager may, however, humanely destroy any impounded animal on the same day it is impounded if, in the opinion of the shelter manager, it is in great pain due to an injury or has an infectious disease which may be detrimental to the health of other animals at the shelter.

Sec. 6-74. - Obstruction of enforcement—Payment of fees.¶
No person shall resist or obstruct the shelter manager in the performance of his duties under this chapter. No household pet or other animal impounded shall be redeemed except upon payment to the shelter manager the fees and boarding costs set by resolution of the city council.

Sec. 6-75. - Contracting for shelter services authorized.¶
Nothing contained in this article shall prohibit the city council from contracting with any public body or nonprofit organization for administering this article and operating the shelter.
