Sec. 26-31. - Established; general responsibilities.¶
(a) The board of library trustees is established and shall oversee the management and operations of the public library.
(b) Except as otherwise provided in this chapter, the board of library trustees shall have the responsibility and duty to:
(1) Recommend policies for the administration and governance of the library and library department;
(2) Recommend policies under which the library and library department shall be operated; and
(3) Exercise and perform such powers and duties consistent with this chapter as may be necessary or desirable for the proper administration and government of the library and the library department, subject to the sections and restrictions contained in this chapter.

Sec. 26-35. - Duties and responsibilities.¶
The board of library trustees shall:
(1) Provide guidance to staff for delivering library services to the community;
(2) Establish rules of conduct, fees, fines and loan periods;
(3) Recommend library policy, rules, regulations and procedures and hours for library operations;
(4) Serve as a board of appeal in resolving citizen/library issues;
(5) Receive citizen input on library services;
(6) Coordinate activities with outside groups, such as Friends of the Library and other local, regional, statewide, and national groups that support and promote library issues;
(7) Serve as an advocate in support of the library;
(8) Ensure the library remains independent from political influences; and
(9) Keep the library free to city residents and property owners.

Sec. 26-36. - Purchase of books, journals and publications.¶
The board of library trustees may direct the purchase of necessary books, journals, publications, and other items unique to the operation of the library, as appropriate, subject to the city's purchasing requirements found in article VII of chapter 2.

Sec. 26-37. - Solicitation and acceptance of funds.¶
The board of library trustees may participate in the city's efforts to receive gifts, grants and funds for the sole benefit of the library and its operations. The board shall adopt specific policies and guidelines concerning solicitation prior to any activity to solicit or acceptance of any donation, gift, grant or funds, subject to approval by the city council.

Sec. 26-38. - Other duties.¶
The board of library trustees may, in its advisory capacity, review and make recommendations to the city council as necessary and proper in order to carry out the provisions this chapter.
