§ 16.04.010. Title purpose.¶
This title is adopted to:
A. Establish minimum permissible regulations and standards for the division and subdivision of land, for the design, improvement, and survey data related thereto, and for the physical alteration of the land involved therein; and
B. Provide a guide for owners in the proper division of their land, and to provide for orderly development of the City consistent with the General Plan.

§ 16.04.020. Planning Commission—Duties.¶
The Planning Commission of the City of Plymouth, (the "Planning Commission") is designated as the advisory agency pursuant to Government Code Section 66415. Except as otherwise provided, the Planning Commission is charged with the duty of imposing of requirements or conditions on proposed divisions of real property and has the authority to approve, conditionally approve or disapprove tentative maps pursuant to State and Federal law and this title.

§ 16.04.030. Compliance required.¶
It is unlawful for any individual, firm, association, trust, or any other legal entity, as a principal, agent, or otherwise to offer to sell or lease, to contract to sell or lease, or to sell or lease any division or subdivision of land or any part thereof in the City, unless and until all of the applicable requirements of this title have been complied with.

§ 16.04.040. Administrative costs.¶
The City Council may, by resolution, establish fees charges, or refundable deposits to administer the various provisions of this title and the Subdivision Map Act.

All references to a "section" in this title shall, unless otherwise noted, refer to a section of the California Government Code.
