CHAPTER 13.01 DEFINITIONS

§ 13.01.010. Definitions.

Unless the context specifically indicates otherwise, the meaning of terms used in this title shall be as set forth in this section:

"Applicant" means the person making the application for a permit for a sewer or plumbing installation and the owner of premises to be served by the sewer for which a permit is requested or his or her authorized agent.

"Building" means any structure used for human habitation or a place of business, recreation or for other purposes containing sanitary facilities.

"Building sewer" means that portion of any sewer beginning at the plumbing or drainage outlet of any building or industrial facility and running to the property line or to a private sewage disposal system.

"City" means the City of Plymouth, Amador County, California.

"Clerk" means the City Clerk of the City.

"Contractor" means a person, firm, corporation, partnership or association duly licensed by the State of California to perform the type of work to be done under the permit.

"Council" means the City Council of the City.

"County" means the County of Amador, California.

"Engineer" means the Engineer appointed by and acting for the Council and shall be a registered civil engineer.

"Garbage" means solid wastes from the preparation, cooking and dispensing of food and from the handling, storage and sale of produce.

"Lateral sewer" means the portion of a sewer lying within a public street connecting a building sewer to the main sewer.

"Main sewer" means a public sewer designed to accommodate more than one lateral sewer.

"Outside sewer" means a sanitary sewer beyond the limits of the City not subject to the control or jurisdiction of the City.

"Permit" means any written authorization required pursuant to this title or any other regulation of the City for the installation of any sewage works.

"Person" means any person, firm, company, partnership, association and private or public corporation, the United States of America, governmental agencies and political subdivisions thereof.

"Plumbing system" means all plumbing fixtures and traps or soil, waste, special waste and vent pipes, and all sanitary sewer pipes within a building and extending to the building sewer connection three feet outside the building wall.

"Private sewer" means an independent sewage disposal system not connected with a public sewer and which accommodates one or more buildings or industries.

"Public sewer" means a sewer which is controlled by or under the jurisdiction of the City.

"Sanitary sewer" means a sewer which carries sewage and to which storm, surface and groundwaters are not intentionally submitted.

"Sewage" means a combination of water-carried wastes from residences, business buildings, institutions and industrial establishments.

"Sewage treatment plant" means any arrangement of devices and structures used for treating sewage.

"Sewer" means a pipe or conduit for carrying sewage.

"Sewer service charges" means fees, tolls, rates, rentals or other charges for services and facilities furnished by City in connection with its sanitation or sewerage system.

"Sewer superintendent" means the person in charge of the sewer system, appointed by the Council.

"Side sewer" means the sewer line beginning at the foundation wall of any building and terminating at the main sewer and includes the building sewer and lateral sewer together.

"Storm sewer" or "storm drain" means a sewer which carries storm and surface or groundwaters and drainage, but excludes sewage and polluted wastes.

"Street" means any public highway, road, street, venue, alley, way, public place, public easement or right-of-way.

"Suspended solids" means solids that either float on the surface of, or are in suspension in, water, sewage, or other liquids, and which are removable by laboratory filtration, expressed in parts per million by weight.

"Watercourse" means a channel in which a flow of water occurs, either continuously or intermittently.
