Sec. 8-16.01. - Removal and destruction.¶
Pursuant to authority granted by California Health and Safety Code Sections 14930—14931, the owners, lessees, or occupants of buildings, grounds, or lots in the County shall remove dirt, rubbish, weeds, or other rank growth from such property. Code Compliance Officials may declare the offending condition hazardous and a nuisance, and deliver a notice to the owner, lessee, or occupants ordering and requiring removal and destruction of the dirt, rubbish, weeds or other rank growth. The notice shall describe with specificity the location, the condition constituting a nuisance, a time period of at least twenty (20) days for removal and destruction, and the name, address, and phone number of the County official, who inspected and delivered the notice.

Sec. 8-16.02. - Enforcement.¶
If the owner, lessee, or occupant fails to comply with the notice described in Section 8-16.01, then the County may take enforcement action against the person responsible for the nuisance. Such action includes but is not limited to the actions prescribed in Chapter 15 of this title. The procedures set forth in Chapters 15, 18 and 19 of this title may be followed to allow the County to abate the nuisance and make the expense a lien upon the real property, in accordance with Section 25845(e) of the Government Code, which lien may be enforced by sale of the property or otherwise.
