Plumas County Municipal Code Ch. 5 Pollution of Rivers, Lakes and Ponds

(a) It shall be unlawful for any person to pollute any surface water body or pollute any land adjacent to surface water of the County. For the purposes of this section, "pollution" shall include any of the following:

(1) Sewage or human waste matter;

(2) Any refuse, garbage, or solid waste;

(3) Any chemical, petroleum, or other hazardous material; and

(4) Any other substance or material that is deleterious to human health or to fish, plant life, or bird life.

The provisions of this chapter shall be enforced by any peace officer as defined in the California Penal Code, and by the Director of Environmental Health and employees designated by the Director. Such designated employees are authorized to issue citations for violations of this chapter.

(a) It shall be unlawful and a misdemeanor for any person to pollute surface waters serving as a supply for human drinking water, thereby creating a nuisance, by placing, or causing to be placed, certain fish poisons commonly known as Noxfish, Nusyn-Noxfish, rotenone, or potassium permangenate, in or upon any river, creek, stream, pond, lake, or reservoir within the boundaries of Plumas County, or to place such material in such a manner that it may flow or be carried into such surface waters.
