Sec. 6-3.01. - Scope.¶
(a) The provisions of this chapter shall apply to all territory of the County.
(b) All food display, preparation, storage, dispensing and handling at the retail level shall be done in a safe and sanitary manner.

Sec. 6-3.02. - Adoption of State law by reference.¶
The County of Plumas hereby adopts by reference Sections 113700 through 114475 of the California Health and Safety Code, collectively known as the California Uniform Retail Food Facilities Law (CURFFL).

Sec. 6-3.03. - Designation of local agency.¶
Plumas County Environmental Health is hereby designated as the local agency responsible for administering and enforcing the provisions of this chapter, and State laws and regulations pertaining to health and sanitation standards at retail food facilities.

Sec. 6-3.04. - Permit required.¶
(a) A retail facility shall not be operated without a valid permit issued by Environmental Health.
(b) A permit can be issued only after the owner or operator demonstrates that the proposed facility and its method of operation will conform to the health and safety standards of this chapter.
(c) A permit is issued to the facility owner or operator and is nontransferable.

Sec. 6-3.05. - Retail food facility construction or remodel.¶
(a) A person proposing to build, construct or remodel a food facility must submit plans and specifications for such work to Environmental Health. Construction or remodel cannot begin until such plans are approved by Environmental Health.
(b) When the magnitude of the proposed construction is such that the Building Official determines a building, electrical, plumbing, or other permit is required, such permit must also be obtained before construction or remodel work begins.

Sec. 6-3.06. - Fees for permit and plan check.¶
Each application for permit or plan check required by Section 6-3.04 or 6-3.05 of this chapter shall be accomplished by an appropriate fee as set by the County's Master Fee Resolution.

Sec. 6-3.07. - Enforcement.¶
The administration of this chapter shall be the duty of the Director of Environmental Health of Plumas County. The provisions of this chapter shall be enforced by any peace officer, as defined in the California Penal Code, and by the Director of Environmental Health, and by any employee designated by the Director. Such designated employees are authorized to issue citations for violations of this chapter.
