§ 18.08.010. Definitions.¶
"Attendant"
means a person having special knowledge or training necessary to properly handle flammable liquids dispensing equipment and who has knowledge or training enabling such person to handle with a reasonable degree of safety such equipment required to be on the premises where flammable liquids are stored and/or dispensed.
"Flammable liquids"
means any liquid designated as Class I, Class I-A, Class I-B, Class I-C or Class II flammable liquids as defined in Section 15.102(e) of the Uniform Fire Code of the city, or defined as combustible liquids in Section 15.102(d).
"Flammable liquids dispensing equipment"
means any equipment, container, or device designated, or intended to be used, to dispense or transfer flammable liquids as defined in subsection (b) above from one container to or into another container, vessel, or fuel tank.

§ 18.08.020. Equipment allowed.¶
Flammable liquids shall be dispensed only from dispensing equipment which has been tested and approved by the Underwriters' Laboratory or by a testing agency providing substantially the same degree of competence and acceptance, and which meets the approval of the responsible fire authority.

§ 18.08.030. Attendant(s) required.¶
Flammable liquids dispensing equipment and dispensing operations shall be under the general supervision of a qualified attendant as defined in Section 18.08.010(a).
