15.32.010 Exemptions.

The following types of residential development shall be exempted from the provisions of this title:

A. Replacement of existing residential units as per the requirements of the city's general plan, zoning ordinance and local coastal plan, up to replacement of residential units on a one-for-one basis; or

B. Room additions or remodeling which do not result in an increase in the number of dwelling units in the city. (Ord. 98-05 § 1 (part), 1998: Ord. 89-21 § 1 (part), 1989: prior code § 15.48.020)

15.32.020 Annual housing review.

In January of each calendar year the city council shall review the housing unit growth over the prior calendar year. It shall be the responsibility of city staff to schedule this review and provide the city council with at least the following information:

A. The percentage of growth that occurred during the prior calendar year;

B. The total number of residential units that have applied for a building permit in the prior calendar year;

C. A report on the status of public infrastructure and its capability to serve current and future needs including water supply capacity, wastewater collection and treatment capacity, and street system capacity. (Ord. 98-05 § 1 (part), 1998: Ord. 89-21 § 1 (part), 1989: prior code § 15.48.030)

15.32.030 Growth rate—Policy.

No other provisions of law withstanding during any calendar year, the city building official shall not issue building permits for new dwelling units which exceed three percent of the total number of dwelling units existing in the city on January 1 of the prior calendar year, as estimated by the California Department of Finance. The procedures for compliance with this three percent residential growth rate shall be provided by city council resolution. 15.32.040 New subdivision recordation limits.

For subdivisions determined by the planning commission and/or city council to be subject to the provisions of this title, subdivision maps not to exceed fifty units or lots shall be the maximum size application considered for final maps to be recorded. It shall be acceptable to process tentative tract maps that will include phased final map recordations, provided that no final map shall exceed the fifty unit or lot limitation. 15.32.060 Water and sewer consumption—Policies.

The city council may, from time to time, adopt resolutions outlining policies that relate to the provision of water and/or sewer services to new developments of all land uses. These policies shall be considered an extension of this title. (Ord. 89-21 § 1 (part), 1989: prior code § 15.48.060)
