13.04.010 Utility services outside city limits.¶
A. Except as approved by resolution of the city council, the city will not hereafter provide, or authorize the provision of, city utility services for private purposes or use outside the city limits. Any such service heretofore provided shall remain in effect so long as all conditions of service, including prompt payment therefor, are fully complied with, but no such prior service to any parcel shall be: (1) increased or expanded; or (2) extended to serve any other property or person, except as approved by resolution of the city council.
B. Except as provided in subsection A of this section, it is unlawful for any person to obtain, connect to, or extend any city utility service for private purposes or use outside of the city limits, including, without limitation, the placement of pipes or hoses across the city limits or the transportation by vehicle of city water across the city limits.
C. If, after one citation for violation of subsection B of this section, any person or vehicle is again involved in a violation of said section, the chief of police is authorized, without further notice, to disconnect, sever, or otherwise terminate said illegal service connection, or to deny access to city streets for any such vehicle.
