16.20.010 Compliance with FAA rules.¶
All aircraft arriving at or departing from the airport shall conform to the FAA rules for operations at airports
without a control tower. Users of the airport are referred to the FAA’s Aeronautical Information Manual (AIM) and
other relevant guidance material. (Ord. 2905 NCS §3, 2025.)
16.20.020 Airport traAc patterns.¶
Excepting for ultralight and unmanned aircraft systems which are governed by Chapter 16.32 , the traMc patterns
for the airport shall be as follows.
For aircraft operating under visual Light rules (VFR):
A. Standard left hand rectangular pattern for Runway 11.
B. Nonstandard right hand rectangular pattern for Runway 29.
C. The airport manager will ensure that the information published in the FAA’s airport chart supplements
database (including remarks) is kept current.
D. The airport manager will ensure that the airport website is kept current with operational information and
advisory material for the airport, such as traMc pattern guidance and other procedures.

16.20.030 Helicopters.¶
Helicopters arriving at, operating on, or departing from the airport shall operate clear of the traMc pattern as
established herein and shall operate on or over the Keld well clear of Kxed-wing traMc and in accordance with the
following regulations:
A. Helicopters may taxi to the fuel island by way of the parallel taxiway only.
B. No hover or taxi practice operations shall be conducted without the approval of the airport manager and
limits for the same may be established at their discretion.
