Sec. 5.08.010. - Exemptions.

Anything in this title to the contrary notwithstanding, no license shall be required for:

(1) The owner of real estate or his agent in advertising his property for sale or lease by means of signs on the property advertised;

(2) Advertising any business for which a license is paid under the terms of this title by means of signs or otherwise on the property where such business is conducted;

(3) Advertising any business for which a license is paid under the terms of this title by means of distributing advertising samples, handbills, dodgers or printed advertisements of any kind;

(4) Selling at auction any property, real or personal, by any administrator, executor, guardian, receiver or trustee acting under the authority of court and engaged in the settlement or liquidation of any estate;

(5) Regularly licensed pawnbroker or banking business carried on under the laws of the state or the United States of America;

(6) Any fire, bankrupt or wreck sale of property salvaged from a fire, calamity or bankruptcy occurring in the city and conducted on the premises where such fire, calamity or bankruptcy occurred and by the person who owned the same before the happening of such event;

(7) Any gymnasium conducted in connection with any bona fide social club, fraternity or lodge where such gymnasium is not the main or sole activity, or in connection with a public or private school where other courses of instruction are given;

(8) Any institution or organization conducted, managed or carried on wholly for the benefit of charitable purposes, or any entertainment, concert, exhibition or lecture whenever at least 80 percent of the net receipts from such are to be appropriated to any church, school, charitable or religious institution within the city;

(9) Any garbage or waste collector licensed under any of the provisions of any ordinance of the city as the official garbage or waste collector thereof;

(10) Any honorably discharged or honorably released soldier, sailor or marine of the United States or confederate states who has served in the Civil War, any Indian war, the Spanish American War, any Philippine insurrection or in the Chinese relief expedition or in the World War, World War II, the Korean, Vietnam Wars, and following who is physically unable to obtain a livelihood by manual labor, and who is a qualified elector of the state, shall have the right to distribute circulars, and to hawk, peddle and vend any goods, wares or merchandise, except spirituous, malt, vinous or other intoxicating liquor, and the city clerk shall issue to such soldier, sailor or marine without cost, a license therefor upon the production of proof of such honorable discharge together with a certificate from a local physician showing that said applicant has been examined and is unable to obtain a livelihood by manual labor;

(11) A producer who sells from premises, under his ownership or control, homegrown produce, unless the activity is substantial or is detrimental to health, life and property of the community.
