Sec. 14.20.010. - Sewers within the city.

Sewers and appurtenances constructed in any part of the city, served or to be served by a sewage system of the city, but excluding building sewers and service laterals, shall be deeded to the city before being placed in use.

Sec. 14.20.020. - Sewers outside the city.

Before any sewer outside the city shall be connected to a sewerage system of the city, it shall be deeded to the city, including all up-stream sewers and appurtenances except service laterals and building sewers; provided, however, that the city may make a contract with a responsible operator of an outside sewerage system whereby the city will, upon proper compensation, receive into its system the sewage collected by the outside system.

Sec. 14.20.030. - Connection, opening; permission required.

No unauthorized person shall uncover, make a connection with or opening into, or alter or disturb any part of the sewerage system of the city, or appurtenances thereof, without first obtaining written permission from the city manager, and paying any required charges.

Sec. 14.20.040. - Multiple connections.

(a) The city manager will permit two or more separately owned properties to use a common connecting pipe to a public sewer, provided that it can be shown that the proposed connection is adequately sized for the several properties.

(b) If two or more separately owned properties wish to use a single connection to the sewer, any pipeline used jointly by them shall be in a public right-of-way or in a sewer easement made in favor of the city to provide access for maintenance. The joint portion of the connection shall be deeded to the city, and become part of the city sewerage system.

Sec. 14.20.050. - Maintenance of sewer laterals.

The owner shall be responsible for maintenance of the service lateral. If there is a failure of a service lateral not remediable by use of rodding tools, it shall be the responsibility of the owner to call this to the attention of the city. As a public service, the city may, at its own expense, make the necessary repairs.
