13.01.010 - Municipal airport operations.

The city shall provide for the health, safety and general welfare of the public with respect to the ownership and operation of the Paso Robles Municipal Airport.

13.01.020 - Management authority.

The airport manager is designated as that person who shall be charged with the responsibility and authority to provide for, direct and assure the health, safety and general welfare of the public in all matters of airport operation as provided for in adopted rules and regulations of the airport.

13.01.030 - Airport rules and regulations.

The airport manager shall prepare necessary rules and regulations for airport operations. These rules and regulations shall be reviewed by the airport advisory committee and adopted by resolution of the city council.

13.01.040 - Aircraft operation.

No person shall operate any aircraft, on the ground or in the airport traffic pattern in any manner so as to endanger other persons or property or so as to be considered careless or reckless as defined by Section IX of Aeronautics Law of the state, Part 91 of Federal Air Regulations or applicable airport rules and regulations.

13.01.050 - Vehicle operation.

All applicable provisions of the California Vehicle Code shall be in effect on the airport.

13.01.060 - Unauthorized persons.

No person shall be on or adjacent to any runway, taxiway or other aircraft operating area of the airport, as specified in airport rules and regulations, without proper authorization or without complying with the provisions as set forth therein. No person shall enter airport property which is posted and fenced as restricted area without proper authorization.

13.01.070 - Payment of fees.

No person shall depart or remove an aircraft from the airport without making satisfactory arrangement for the payment of fees and charges owed. The airport manager may levy fees and liens against any aircraft and make provision for the impound of such aircraft and collection of appropriate fees, as necessary.

13.01.080 - Accident scene.

No person shall enter onto or within close proximity to the scene of any aircraft accident or incident, without proper authorization from the incident commander, as specified in airport rules and regulations.

13.01.090 - Enforcement.

The police department and officers thereof shall have authority to enforce any and all of the provisions of this section as specified in this chapter and elsewhere in state and federal regulations.

13.01.100 - Violation—Penalty.

It shall be a misdemeanor for any person to violate any provision of this chapter or of the adopted airport rules and regulations. Violations may be prosecuted as provided for in this code.
