5.12.010 - Blind—Eligible for state aid.¶
No license tax shall be collected from any blind person eligible for state aid who makes application for a license to sell, peddle or otherwise deal in any goods, wares or merchandise produced or manufactured by California Industries for the Blind, the sale of which goods, wares or merchandise is not prohibited by law.

5.12.020 - Blind—Operating vending stands.¶
No license fee or tax shall be collected from any blind person who operates vending stands licensed pursuant to Sections 6900 et seq. of the Government Code.

5.12.030 - Blind—License issuance.¶
A free license shall be issued by the city assessor, tax and license collector to such blind person upon presentation of written evidence of such eligibility from the California Rehabilitation Department or the Bureau of Vocational Rehabilitation or other state department or bureau having authority to certify to the eligibility.

5.12.040 - Blind—Applicant compliance with provisions.¶
Nothing in this chapter shall relieve an applicant of the necessity of obtaining a license in any case nor shall relieve an applicant from complying with all regulatory provisions of the ordinance of the city pertaining to such business.

5.12.050 - Physically disabled—Conditions for license.¶
No license tax shall be collected from any physically disabled person who makes application therefor and meets the following conditions:
A. Has served full time in the armed forces of the United States in time of national emergency or state military emergency or during any campaign or expedition of the armed forces; and
B. Has been honorably discharged or released from the armed forces; and
C. Is a qualified elector of the state; and
D. Is physically unable to obtain a livelihood by manual labor; and
E. Is self-employed and carrying on a business as a:
Solicitor or peddler of goods, wares or merchandise not prohibited by law, or
Driver or operator of a vehicle used to carry passengers or goods, baggage or freight, who has complied with all the laws and ordinances pertaining thereto, or
Private patrolman, watchman, private policeman, detective or investigator who has complied with all laws and ordinances pertaining thereto, or
Of a distributor or poster of signs or handbills who has complied with all laws and ordinances pertaining thereto; and
F. Submits the proof required by Section 5.12.060.

5.12.060 - Physically disabled—Proof for license.¶
A. The city assessor shall issue a free license upon a written application, presentation of evidence of identity and evidence of compliance with Section 5.12.050.
B. Proof of physical disability shall be evidenced by a certificate stating the applicant is physically unable to perform manual labor signed by any one of the following:
A physician or surgeon in the employ of the United States;
The health officer of the city;
The chief surgeon of the Pasadena Emergency Center.

5.12.070 - Physically disabled—Applicant compliance with provisions.¶
A. Nothing in this chapter shall relieve the applicant:
From obtaining a license from the city; and
From complying with all laws and ordinances of the city.
B. Nothing in this chapter shall relieve the applicant from paying all license taxes and fees required for activities on the day of the Tournament of Roses celebration.
