§ 10.08.010. Traffic accident studies.

Whenever the accidents at any particular location become numerous, the police department shall cooperate with the city traffic engineer in conducting studies of such accidents and determining remedial measures.

§ 10.08.020. Annual traffic safety report.

The police department shall annually prepare a traffic report which shall be filed with the city council. Such a report shall contain information on traffic matters in this city as follows:

  • A. The number of traffic accidents, the number of persons killed, the number of persons injured, and other pertinent traffic accident data;

  • B. The number of traffic accidents investigated and other pertinent data on the safety activities of the police;

  • C. The plans and recommendations of the division for future traffic safety activities. (Ord. 230 § 1, 1965; Ord. 701 § 2 (Exh. 1), 2012)

§ 10.08.030. Traffic engineer – Established.

The office of city traffic engineer is established. The city engineer shall serve as city traffic engineer in addition to the engineer’s other functions, and shall exercise the powers and duties with respect to traffic as provided in this title. (Ord. 230, 1965; Ord. 701 § 2 (Exh. 1), 2012)

§ 10.08.040. Traffic engineer – Powers and duties.

It shall be the general duty of the city traffic engineer to determine the installation and proper timing and maintenance of traffic-control devices and signals, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering and traffic investigations of traffic conditions and to cooperate with other city officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by the code of this city. In order to define the section of the roadway to be used for vehicular travel, the city traffic engineer shall cause to be placed the appropriate color and type of marking to delineate the right and/or left edges of a roadway at the direction of city council. Whenever, by the provisions of this title, a power is granted to the city traffic engineer or a duty imposed upon the traffic engineer, the power may be exercised or the duty performed by the traffic engineer’s deputy or a person authorized in writing by the traffic engineer. § 10.08.050. Traffic engineer – Obstruction removal.

Whenever the city traffic engineer finds, in his or her discretion, that any hedge, shrubbery or tree growing in a parkway obstructs the view of any intersection, or any traffic upon the streets approaching such intersection, the traffic engineer shall cause the hedge, shrubbery or tree to be removed or reduced in height.
