Chapter 2.52 — PALMDALE AIRPORT — Palmdale Municipal Code

§ 2.52.010. Palmdale Airport Authority established.¶

(A) The Palmdale Airport Authority is hereby established and authorized to carry out and oversee all of the functions and responsibilities of the Palmdale Airport and all other related or necessary actions.
(B) The City Council declares itself to be the Palmdale Airport Authority and appoints the Mayor as chair of the Palmdale Airport Authority; the Mayor pro tempore as vice chair of the authority, to perform the duties of the chair during his or her absence or disability; and the terms to be served by the Authority members shall correspond to the terms so served as members of the City Council.
(C) The City Manager is hereby appointed as the Executive Director of the Palmdale Airport Authority.
(D) The City Attorney is hereby appointed as the Attorney for the Palmdale Airport Authority. (Ord. 1377 § 1, 2009)

§ 2.52.020. Department of Aviation established.¶

The Palmdale Department of Aviation is hereby established. The Department shall consist of the Director of Aviation, who shall be the Executive Director of the Palmdale Airport Authority, or his or her designee, and such other employees to ensure the operation and management of the Palmdale Airport as the City Council may provide for in the City's budget. The Department shall be under the direction and control of the City Manager/Executive Director. (Ord. 1377 § 1, 2009)

§ 2.52.030. Executive Director of the Palmdale Airport Authority – Powers and duties.¶

The Executive Director/designee shall be responsible for the efficient administration of all the affairs of the Palmdale Airport and Palmdale Airport Authority under the direction and control of the Palmdale Airport Authority. The Executive Director and his or her designees shall have the following powers and duties:

(A) Develop, implement and enforce policies and procedures of the Authority;
(B) Plan, organize, direct and control the activities, services and operations of the Authority;
(C) Train, supervise and evaluate the performance of assigned Authority and Department personnel;
(D) Develop and monitor a budget for the Palmdale Airport and Airport Authority;
(E) Prepare and maintain records, reports, and real property documents related to the Palmdale Airport Authority;
(F) Plan and direct the operation and use of the Palmdale Airport;
(G) Interact with the Federal Aviation Administration of the U.S. Department of Transportation and other federal and state agencies regarding Palmdale Airport operations, inspections,

security and facility use and regarding the Palmdale Airport Authority;

(H) Apply for and maintain an airport operating certificate for the Palmdale Airport;
(I) Recommend to the Palmdale Airport Authority for adoption an airport certification manual for the Palmdale Airport;
(J) Coordinate airport development and operating programs with state and federal agencies;
(K) Prepare applications for and review, monitor and manage state and federal grants;
(L) Enforce airport rules and regulations;
(M) Perform and ensure safety and security airport inspections are conducted in a timely manner;
(N) Develop and deliver presentations, recommendations and responses to the Palmdale Airport Authority as required;
(O) Conduct studies and research policies and performance standards with respect to airport users and concessionaires;
(P) Conduct negotiations with airlines, concessionaires and other prospective users of airport facilities and property, make recommendations on award of contracts, and execute contracts within the purchasing authority of the City Manager as such authority may be amended from time to time by the City Council;
(Q) Establish and maintain coordination and cooperation with other City departments and divisions, and with various airport users;
(R) Direct the maintenance of operational and other records as required and direct the preparation of required records and reports;
(S) Supervise improvements, repairs and construction on Palmdale Airport property;
(T) Administer Palmdale Airport related, owned or leased property including right-of-way easements, encroachments and other real property interests;
(U) Prepare reports and recommendations regarding the disposition of Palmdale Airport related property including, but not limited to, rental agreements and real property leased from others;
(V) Direct appraisals and cost estimates for lease, rent, purchase or other purposes related to the Palmdale Airport and maintain current records regarding status of properties under the control of the Palmdale Airport, including leases, rents and other transactions;
(W) Prepare, assemble and process documents regarding property transfers or real property transactions, including maps and drawings, and secure, examine and interpret title reports and other documents required for real property transactions in cooperation with the Authority Attorney/City Attorney;
(X) Approve and execute on behalf of the Palmdale Airport Authority such documents as the City Manager is authorized to execute by Resolution CC 2007-250, as that authority may be amended from time to time by the City Council; and
