Sec. 3-1.701. - Purpose.¶
It is the intent of the Council to authorize the licensing of bingo games in the City pursuant to the provisions of Section 19 of Article IV of the Constitution of the State and the Penal Code of the State.

Sec. 3-1.702. - Licenses required.¶
The Council hereby authorizes the City Clerk to issue a license to conduct bingo games within the City to those organizations meeting the criteria established in the Penal Code of the State upon the payment of a yearly license fee as specified by Council policy. Further, the license shall restrict those organizations meeting the criteria to holding bingo games to a maximum of five (5) bingo games per month. The license may provide that such organizations may hold additional bingo games as part a special festival, carnival, or other similar temporary amusement occurring no more than twice each year.

Sec. 3-1.703. - Records required.¶
Every organization authorized to operate or conduct a bingo game for charitable purposes under this article shall keep separate and accurate books and records of all income and expenses related to the conduct of such games. Such books shall be open for inspection by the Director of Public Safety, or his designate, at all times during regular hours of business and shall not in any manner be concealed from such authorities.
