Sec. 2-2.801. - Established: Membership.

Council hereby establishes in the City an Emergency Preparedness and Safety Commission which shall consist of nine (9) regular members appointed by the council. In addition to the nine (9) regular members, there shall be three (3) non-voting ex-officio members who shall be representatives from the high school and elementary school districts and from the American Red Cross. The three (3) ex-officio members shall serve only on matters related to the Commission's duties related to emergency preparedness. The Council may select a Councilmember from among the seated Councilmembers to serve as a liaison to the Commission.

Sec. 2-2.802. - Purpose.

The purpose of the Emergency Preparedness and Safety Commission shall be: to recommend and advise the Council on programs and activities related to emergency preparedness; to sit as the appellate body for appeals relating to abandoned or inoperable vehicle abatement (Title 5, Chapter 1); to sit as the appellate body for appeals relating to abatement of "Vehicles Parked for 72 Hours or More" (Title 5, Chapter 2); to sit as the "Board of Appeals" whenever reference to same is made in Title 8, Chapter 1 of the Pacifica Municipal Code (the Building Code); and to sit as the appellate body for appeals of staff decisions relating to traffic safety issues.

Sec. 2-2.803. - Powers and duties.

The powers and duties of the Emergency Preparedness and Safety Commission shall include the following:

(a) To sit as the appellate body for appeals from the Vehicle Hearing Officer pursuant to Title 5, Chapter 1 and Title 5, Chapter 2 of the Pacifica Municipal Code;

(b) To sit as the appellate body for appeals of staff decisions related to traffic safety issues;

(c) To assist in preparation and review and make recommendations to the Council on City emergency plans;

(d) To increase the community awareness of the possibility of future disasters and the need for disaster preparedness;

(e) To develop and distribute disaster preparedness information;

(f) To develop resources and volunteer and self-help groups to be utilized in the event of a local disaster;

(g) To perform such other duties as may be prescribed by the Council.

(h) To sit as the appellate body referenced as the "Board of Appeals" in Title 8, Chapter 1 of the Pacifica Municipal Code (Building Code).
