Orland Municipal Code Ch. 5.24 Pool Rooms

Before opening a pool hall or engaging in such business, an application must be made in writing to the city council and filed with the city clerk at least five days before the same may be granted.

If the city council shall at any time become satisfied after a hearing held, or the opportunity of a hearing offered, that any person to whom such permit and/or license has been granted, such person's clerk, agent or employee has allowed or is allowing gambling in any form in, or on, the premises used in conducting such business, or is conducting such business in a manner contrary to law or contrary to good morals in the city; or is, or are, maintaining a nuisance upon the premises used in conducting such business, the city council shall cancel, revoke and withdraw such permit and license, and all rights thereunder, and it shall thereafter be unlawful for such person to conduct or carry on such business within the city.

It is unlawful for the owner, proprietor, manager or person in charge of any billiard room or pool room located within the corporate limits of the city, to permit or allow any person or persons to remain or enter in any such billiard room or pool room, between the hours of twelve midnight and six a.m. of any day, for the purpose of engaging in or taking part in any game of any kind, and it is declared to be unlawful for any person to remain in or to enter any such place between the stated hours and for any of such purposes; or to permit minors under the age of eighteen (18) years in or about such places.
