16.12.010 - Conformance with procedures required.¶
A. Any action to divide any land in the incorporated territory of the city into two or more parcels shall hereafter be subject to the provisions of this title, and any such action shall be undertaken in accordance with the general procedures set out in this chapter.
B. The specific procedures set out in Chapters 16.16, 16.20 and 16.24 shall be followed for all subdivisions of land within the city.

16.12.020 - Preliminary maps.¶
A. A preliminary map shall be filed, processed and approved for all subdivisions which will be developed in two or more units.
B. For each preliminary map a fee of one hundred dollars ($100.00) plus five dollars ($5.00) per lot shall be charged.

16.12.030 - Tentative maps.¶
A. A tentative map shall be filed, processed and approved for all subdivisions.
B. The planning commission is authorized to approve, conditionally approve or disapprove such subdivisions that do not require a final map as provided for in Section 16.12.040 of this code.

16.12.040 - Final maps.¶
A final map shall be submitted, processed, approved and filed for record for all subdivisions creating five or more parcels, five or more condominiums as defined in Section 783 of the Civil Code, or a community apartment project containing five or more parcels, except where:
A. The land before divisions contains less than five acres, each parcel created by the division abuts upon a maintained public street or highway, and no dedications or improvements are required by the city council; or
B. Each parcel created by the division has a gross area of twenty (20) acres or more and has approved access to a maintained public street or highway; or
C. The land consists of a parcel or parcels of land having approved access to a public street or highway which comprises part of a tract of land zoned for industrial or commercial development, and which has the approval of the city council as to the street alignments and widths; or
D. Each parcel created by the division has a gross area of forty (40) acres or more.

16.12.050 - Parcel maps.¶
A parcel map shall be submitted, processed, approved and filed for record for all subdivisions for which a final map is not required, unless a waiver of the parcel map requirement is issued by the city council.

16.12.060 - Waiver of parcel map requirement.¶
A. The city council may, by resolution, waive the requirement for a parcel map, provided that it makes a finding that the proposed division of land complies with all requirements of the Subdivision Map Act and this code regarding area, improvement and design, floodwater drainage control, improved public streets, sanitary facilities, water supply availability and environmental protection. The council may require the submission of such information as it deems necessary to make the required finding.
B. A fee of one hundred twenty dollars ($120.00) shall be charged for each application for a parcel map waiver.

16.12.070 - Lot line adjustments.¶
The planning commission may approve a lot line adjustment pursuant to Section 66412(d) of the California Government Code. The commission will require submission of a tentative map and other information it deems necessary to evaluate the proposed change and may impose such conditions as it deems necessary relative to such lot line adjustment and in response to current or proposed uses. The application fee shall be determined as detailed in Table A of Section 16.12.080.

16.12.080 - Municipal fees.¶
Fees for any action to divide any land in the incorporated territory of the city into two or more parcels shall be determined as detailed in Table A of this section.

(a) City Engineer will calculate the appropriate deposit, against which engineering services will be billed at an hourly rate of $80 per hour.
(b) After the initial ½ hour consultation with the City Planner, the City Clerk will require this deposit from the applicant prior to additional review. This deposit will be credited against the total fee amount, should the applicant file a formal application, paying the normal total fee.
(c) This fee covers only initial 5.5 hours of City Engineer's preliminary/conceptual review and site assessment for T.A.C. City Engineer will calculate the appropriate deposit, against which all subsequent engineering services will be billed at an hourly rate of $80 per hour.
(d) Based on a 28-lot subdivision.
NOTE: If changes to the project are deemed by the City of Orland to be substantial and result in redundant processing by City staff, the applicant agrees to pay those costs at the stated hourly rate.
