Chapter 1.08 — ORDINANCES AND RESOLUTIONS

Ordinances, resolutions, and other matters or subjects requiring action by the council must be introduced and sponsored by a member of the council except that the city attorney may present ordinances, resolutions and other matters or subjects to the council and any councilman may assume sponsorship thereof by moving that such ordinances, resolutions, matters or subjects be adopted; otherwise, they shall not be considered.

A.

Except as herein provided, when a vote on any motion is called for, the mayor or other presiding officer may call for a voice vote and may determine whether any such motion carried or failed; any member of the council, however, may call for a roll call vote on any motion. All votes on motions for passage of any ordinance, resolution or other motion shall be called for by the clerk by calling the name of each member present including the mayor; each member shall be recorded as voting "aye" unless when his name is called he votes "no" or declares he is not voting. Unless a member of the council states he is not voting because of a personal interest in the subject matter under discussion or is precluded by other legal prohibition, his silence shall be recorded as an affirmative vote.

B.

Where applicable the provisions of subsection A of this section shall apply to all commissions and boards of the city.
