§ 2-7 — Ontario Municipal Code

Sec. 2-7.01. Personnel Rules and Regulations adopted.¶

There is hereby adopted by the City a merit system of personnel administration pursuant to the provisions of Title 4, Division 5, Chapter 1, Article 1 of the Government Code of the State (commencing with Cal. Gov't Code § 45000), for the purpose of establishing uniform procedures for personnel administration as set forth in the document known as “City of Ontario Personnel Rules and Regulations,” of which regulations not less than one copy has been and now is filed in the office of the City Clerk, and the same are hereby adopted and incorporated as fully as if set out at length herein. The Personnel Rules and Regulations may be revised by the City Manager or designee, subject to the requirements of Cal. Gov't Code §§ 3500 through 3511. (§ 1, Ord. 1695, eff. Sec. 2-7.02. Departments, Officers, and Employees Included and Excluded.¶

All departments and all officers and employees of the City are included in the merit system, except regular full-time employees in a position equivalent to a department head or above. Employees in these positions will serve at the will and pleasure of the City Manager and the selection, appointment, and dismissal of said "at-will" employees is at the discretion of the City Manager. All elected officials and members of advisory commissions and boards are hereby excluded from coverage of the merit system. (§ 1, Ord. 1695, eff. September 19, 1968, as amended by Ord. 2653, eff. Sec. 2-7.03. Library Officers and Employees Included and Excluded.¶

Pursuant to the provisions of Cal. Gov't Code § 45002, the merit system shall include the librarians, secretary, and other officers and employees of the Ontario City Library except the Library Director and board of trustees thereof, pursuant to § 2-7.02. Sec. 2-7.04. Personnel Officer.¶

The City Manager or anyone he may designate, subject to ratification of the Council, shall be the Personnel Officer for the City and empowered to enforce the provisions of this chapter. (§ 1, Ord. 1695, eff. September 19, 1968)
