Article 3 — Annual Review and Amendments.

At least once every year prior to City Council adoption of the annual budget, staff shall prepare a report to the City Council on the subject of Specific Plan fees which report shall include the following for each Specific Plan area:

• (a) Itemization of costs incurred by the City in the preparation, adoption and administration of the Specific Plan, including costs incurred pursuant to CEQA;

• (b) Itemization of Specific Plan fees collected in the preceding budget year and cumulatively; and

(c) Additions to (by annexation or otherwise) and deletions of land from the Specific Plan area. (§ 1, Ord. 680, eff. August 9, 1991)

Based upon the annual report and such other factors as the City deems relevant and applicable, the City Council may amend this chapter or the Specific Plan fee schedule resolution attached hereto. Nothing herein precludes the City Council or limits its discretion to amend this chapter or the Specific Plan fee schedule resolution attached hereto at such other times as may be deemed necessary. All such amendments shall be consistent with the authorization contained in Government Code Section 65456 . (§ 1, Ord. 680, eff. August 9, 1991)
