Sec. 1. - Definitions of words and phrases.

The following words and phrases when used in this ordinance shall for the purpose of this ordinance have the meanings respectively ascribed to them in this article.

Sec. 1.1. - Motor vehicle code definitions to be used.

Whenever any words or phrases used herein are not defined, but are defined in the Vehicle Code of the State of California and amendments thereto, such definitions shall apply.

Sec. 1.2. - Center median.

A raised or painted island located in the roadway and separating opposing or conflicting streams of traffic.

Sec. 1.3. - Central traffic district.

"Central traffic district" is hereby defined and its boundaries declared to be that portion of the City of Oceanside bounded and described as follows: Beginning at the intersection of the northeast curbline of Pier View Way (3rd Street) and Horne Street; thence south to the south line of Seagaze Drive (1st Street); thence west to the west line of Tremont Street; thence north to the north line of Pier View Way (3rd Street); thence east to the west line of Coast Highway (Hill Street); thence north to the north line of Civic Center Drive (4th Street); thence east to the east line of Nevada Street; thence south to the north line of Pier View Way (3rd Street); thence east to the east line of Horne Street, the point of beginning.

Sec. 1.4. - Coach.

Any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.

Sec. 1.5. - Council.

The council of the City of Oceanside.

Sec. 1.6. - Curb.

The lateral boundary of the roadway whether such curb be marked by curbing construction, or not so marked; the word "curb" as herein used shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.

Sec. 1.7. - Holidays.

Within the meaning of this chapter, holidays are:

(1) January first.

(2) The third Monday in January, known as "Martin Luther King Jr. Day."

(3) The last Monday in May, known as "Memorial Day."

(4) July fourth.

(5) The first Monday in September, known as "Labor Day."

(6) November eleventh, known as "Veteran's Day."

(7) The fourth Thursday in November, known as "Thanksgiving Day."

(8) December twenty-fifth, known as "Christmas Day."

Sec. 1.8. - Loading zone.

The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

Sec. 1.9. - Official time standard.

Whenever certain hours are named herein, they shall mean standard time or daylight saving time as may be in current use in this city.

Sec. 1.10. - Park, parking.

The words "park" and "parking," when used herein, shall mean the standing of a vehicle, whether occupied or not.

Sec. 1.11. - Parkway.

That portion of any public right-of-way, public street, or public easement lying between an established curb and sidewalk or between an established curb and the private property line or lying between the edge of any improved or unimproved roadway and the private property line.

Sec. 1.12. - Parking meter.

Any device used to accept payment for parking, such as single-space parking meters, pay station kiosks, mobile devices, or other methods approved by the city which is either indicated by signage or physically installed on or in the curb, sidewalk, or public right-of-way that regulates parking in a designated parking space or area.

Sec. 1.13. - Passenger loading zone.

The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.
