Sec. 17.1. - Leaving unattended vehicles with keys in ignition, etc.—Prohibited.¶
No person driving or in charge of a motor vehicle shall permit it to stand unattended in any public place, or any used or new car lot, or parking lot without first stopping the engine, locking the ignition, removing the ignition key from the vehicle, effectively setting the brake thereon and, when standing upon any grade, turning the front wheels to the curb or side of the highway.

Sec. 17.2. - Same—Removal of keys by police officer.¶
Whenever any police officer finds a motor vehicle standing unattended with the ignition key in the vehicle, in violation of section 17.1, the police officer is authorized to remove the key from the vehicle and deliver the key to the chief of police or his or her designee.

Sec. 17.3. - Registered owner held responsible for violation.¶
The registration owner of a vehicle found in violation of section 17.1 shall be held prima facie responsible for any such violation.
