Sec. 12.1. - Advertising vehicles.¶
No person shall operate or drive any vehicle used for advertising purposes or any advertising vehicle equipped with a sound amplifying or loud speaking device upon any street or alley at any time except as provided in other city ordinances.

Sec. 12.2. - Animal-drawn vehicles.¶
No person shall drive any animal-drawn vehicle into or upon any street or alley between the hours of 4:30 p.m. and 6:00 p.m. of any day.

Sec. 12.3. - Heavy vehicles prohibited from using certain streets.¶
(a) The city traffic engineer shall cause appropriate signs to be erected and maintained which shall provide notice that vehicles of a gross weight in excess of ten thousand (10,000) pounds are prohibited on the following streets or portions of streets:
(1) Cassidy Street between Coast Highway (Hill Street) and Hunsaker Street;
(2) Crouch Street between Grandview and Oceanside Boulevard and between Mesa Drive and Canyon Drive;
(3) Mesa Drive between Mission Avenue and North Santa Fe;
(4) Cameo Drive/Marvin between College Boulevard and Rancho del Oro;
(5) Rancho del Oro between Oceanside Boulevard and Vista Way and between Mission Avenue and Mesa Drive;
(6) Foussat Drive between Mission Avenue and Oceanside Boulevard;
(7) Ivy Road between Vista Way and Via Esmarca;
(8) Old Grove Road/Temple Heights Drive between College Boulevard and Oceanside Boulevard;
(9) Avocado/Ivy between Fire Mountain and Foussat Drive;
(10) South Vista Way west of Jefferson Street;
(11) Carolyn Circle between Mission Avenue and Foussat Drive;
(12) San Luis Rey Road aka North El Camino Real between Douglas Drive and Peyri Road;
(13) Autumn Drive/Springtime Drive/Winter Road between Olive Avenue and North Avenue;
(14) Seasons Road/Summer Drive/Fall Place between Olive Avenue and North Avenue;
(15) Shadowridge Drive between Cannon Road and the southerly city limits;
(16) Thunder Drive between College Boulevard and Vista Way;
(17) Stewart Street between Vista Way and California Street;
(18) Meadowbrook Drive between Melrose Drive and Glenhaven Drive;
(19) Glenhaven Drive between Meadowbrook Drive and Temple Heights Drive.
(20) Loretta Street south of State Route 76.
(b) Upon the erection of the signs referenced in subsection (a), no person shall operate or drive a vehicle on any such street or portion thereof except that any commercial vehicle may have ingress and egress by direct route to and from a restricted street when necessary for the purpose of making pickups or deliveries of goods, wares, and merchandise from or to any building or structure located on the restricted street or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling, or construction of any building or structure upon the restricted street for which a building permit has previously been obtained.
(c) The provisions of this section shall not apply to passenger buses or public utility vehicles.

Sec. 12.4. - Restricted use of skateboards or similar devices.¶
(a) It shall be unlawful for any person, upon roller skates or riding on, or by means of, a scooter, coaster, skateboard, toy vehicle, or similar device to go upon:
(1) Any roadway; or
(2) The Municipal Pier or the Municipal Pier ramps; or
(3) Any sidewalk fronting upon any commercial establishment within the city proper; or
(4) Any sidewalk within the Harbor District; or
(5) The area described in subsection (d) below; or
(6) Any public parking lot located within the city proper or within the Harbor District.
(7) The Oceanside Civic Center complex defined as that public property in the City of Oceanside bounded to the north by Civic Center Drive (Fourth Street), to the south by Pier View Way (Third Street), to the east by Nevada Street, and to the west by Coast Highway (Hill Street).
(b) No person shall ride any of the above-described types of devices on any sidewalk in such a manner as to interfere with or prevent the lawful use thereof by pedestrians.
(c) The prohibition contained in subsection (a) above shall not apply to:
(1) A motorized wheelchair while it is being utilized for transportation by a physically disabled person;
(2) A bicycle being ridden upon a roadway; or
(3) Roller skating on The Strand, except for the sidewalks, from the south side of the Oceanside Pier Amphitheater north to Breakwater Way (Ninth Street) and upon the concrete bandshell floor area immediately south of the Municipal Pier and immediately east of The Strand. Roller skating is expressly prohibited on the bandshell stage. The city engineer may designate, by signs or pavement markings, certain areas for roller skating use or where roller skating is prohibited; when the roadway is so signed or marked, skating shall be permitted or prohibited as designated.
(d) The area referred to in subsection (a)(5) above is described as that area of the City of Oceanside contained within the following boundaries:
Bounded on the east by the west side of Pacific Street, excluding the sidewalk;
Bounded on the south by Wisconsin Street, including the sidewalks on the north and south sides;
Bounded on the west by the Pacific Ocean; and
Bounded on the north by Breakwater Way (Ninth Street), excluding the sidewalks.
(e) The above provisions may be waived for a special event (as defined in O.C.C. 30A.1(d)) by the special events committee upon written application to the special events committee in accordance with the application procedures set forth in Chapter 30A for a special event permit. Such written request shall be included on the application for a special event permit at the time such application is submitted.
(f) As used in this section the term roller skates includes roller skates and in-line skates (roller blades).

Sec. 12.5. - Regulating cruising on certain streets.¶
(a) Definitions. The following definitions apply to this section:
Beach area means the area of Pacific Street between Breakwater Way (Ninth Street) and Wisconsin Avenue, Breakwater Way (Ninth Street) between Pacific Street and The Strand, The Strand between Breakwater Way (Ninth Street) and Wisconsin Avenue, Wisconsin Avenue between Pacific Street and The Strand.
Cruising means the driving of a motor vehicle past a traffic-control point within two (2) hours after the vehicle operator has been given an adequate written notice that further driving past the control point will be a violation of this section.
(b) Signs. The beginning and end of the portion of the streets within the beach area shall be clearly identified by signs which briefly and clearly state the provisions of this section, and refer to the authority granted to the city pursuant to California Vehicle Code Section 21100(k).
(c) Determination of congested areas. The ranking peace officer on duty within the beach area shall determine points at which the traffic in the beach area is congested. Upon this determination, the ranking peace officer may establish traffic-control points at or near the congested area.
(d) Notice of violation. Any person who drives a motor vehicle past any traffic-control point twice within a two-hour period may be given a written notice that further driving past the control point will be in violation of this section. The written notice shall be substantially as follows:
WARNING!
YOU AND YOUR PASSENGERS ARE HEREBY NOTIFIED THAT THIS VEHICLE IS BEING DRIVEN THROUGH A TRAFFIC-CONTROL POINT WHILE CRUISING CONTROLS ARE IN EFFECT. IF WITHIN TWO (2) HOURS OF THIS NOTICE, THIS VEHICLE PASSES THIS CONTROL POINT AGAIN, IT WILL CONSTITUTE A VIOLATION OF OCEANSIDE TRAFFIC CODE SECTION 12.5, PUNISHABLE BY A FINE NOT EXCEEDING $250.00 FOR EACH VIOLATION. (e) Additional notices not required. After written notice has been given, each successive trip past the traffic-control point shall constitute a separate violation of this section; and no additional notice shall be required prior to issuance of second or subsequent citations.
(f) Exceptions. This section shall not apply to the drivers, operators or passengers of the following vehicles:
(1) Any emergency vehicle in service;
(2) Any publicly owned vehicle of any city, county, district, state or federal agency;
(3) Any vehicle licensed for public transportation or vehicles which are normally used for business purposes and are engaged in such business use;
(4) Any vehicle driven by or for a person whose residence or place of employment is either located upon property immediately contiguous to, or is directly provided with access from, any street within the beach area; or any person who has no other alternate means of motor vehicular access to his or her residence or place of employment other than by the use of a street within the beach area; when the vehicle is driven for the purpose of ingress or egress from the person's residence or place of employment.
