Where weathering requires a higher strength concrete or grade of masonry than necessary to satisfy the structural requirements of this code, the frost line depth strength required for weathering shall govern. The weathering column shall be filled in with the weathering index, "negligible," "moderate" or "severe" for concrete as determined from Figure R301.2(1). The grade of masonry units shall be determined from ASTM C34, ASTM C55, ASTM C62, ASTM C73, ASTM C90, ASTM C129, ASTM C145, ASTM C216 or ASTM C652.

Where the frost line depth requires deeper footings than indicated in Figure R403.1(1), the frost line depth strength required for weathering shall govern. The jurisdiction shall fill in the frost line depth column with the minimum depth of footing below finish grade.

The jurisdiction shall fill in this part of the table to indicate the need for protection depending on whether there has been a history of local subterranean termite damage.

The jurisdiction shall fill in this part of the table with the wind speed from the ultimate design wind speeds map [Figure R301.2(2). Wind exposure category shall be determined on a site-specific basis in accordance with Section R301.2.1.4.

The jurisdiction shall fill in this section of the table to establish the design criteria using Table 10A from ACCA Manual J or established criteria determined by the jurisdiction.

The jurisdiction shall fill in this part of the table with the seismic design category determined from Section R301.2.2.1.

The jurisdiction shall fill in this part of the table with: the date of the jurisdiction's entry into the National Flood Insurance Program (date of adoption of the first code or ordinance for management of flood hazard areas); and the title and date of the currently effective Flood Insurance Study or other flood hazard study and maps adopted by the authority having jurisdiction, as amended.

In accordance with sections R905.1.2, R905.4.3.1, R905.5.3.1, R905.6.3.1, R905.7.3.1 and R905.8.3.1, where there has been a history of local damage from the effects of ice damming, the jurisdiction shall fill in this part of the table with "YES." Otherwise, the jurisdiction shall fill in this part of the table with "NO."

The jurisdiction shall fill in this part of the table with the 100-year return period air freezing index (BF-days) from Figure R403.3(2) or from the 100-year (99 percent) value on the National Climatic Data Center data table "Air Freezing Index-USA Method (Base 32°F)."

The jurisdiction shall fill in this part of the table with the mean annual temperature from the National Climatic Data Center data table "Air Freezing Index-USA Method (Base 32°F)."

In accordance with Section R301.2.1.5, where there is local historical data documenting structural damage to buildings due to topographic wind speed-up effects, the jurisdiction shall fill in this part of the table with "YES." Otherwise, the jurisdiction shall indicate "NO" in this part of the table.

In accordance with Figure R301.2(2), where there is local historical data documenting unusual wind conditions, the jurisdiction shall fill in this part of the table with "YES" and identify any specific requirements. Otherwise, the jurisdiction shall indicate "NO" in this part of the table.

In accordance with Section R301.2.1.2 the jurisdiction shall indicate the wind-borne debris wind zone(s). Otherwise, the jurisdiction shall indicate "NO" in this part of the table.

The jurisdiction shall fill in this section of the table using the Ground Snow Loads in Figures R301.2(3) and R301.2(4).

Based upon the express findings of necessity #1, and #4 set forth in Section 4-1.2, Part 2.5 of the 2025 Edition of the California Building Standards Code, known as the California Residential Code, as adopted by Section 4- 1.4.2.5, is further amended as follows:

The text of Section R302.3 is amended to add an Exception to read as follows:

Exception: Wall and floor assemblies separating a dwelling unit from a Junior Accessory Dwelling Unit, as defined in CA Government Code section 66313(d).

The text of Section R309.1 Exception: shall be deleted and replaced to read as follows:

Exception: An automatic residential fire sprinkler system shall be installed in all townhouses where repairs, alterations and/or additions to the existing structure qualifies as a Substantial Remodel as defined in this code. Any addition to a building with an existing fire sprinkler system shall have that system extended to the new portion(s) of the building irrespective of the size of the addition

The text of Section R309.2 Exception 1 shall be deleted and replaced to read as follows:

Exception 1: An automatic residential fire sprinkler system shall be installed in all existing one- and two-family dwellings where repairs, alterations and/or additions to the existing structure qualifies as a Substantial Remodel as defined in this code. Any addition to a building with an existing fire sprinkler system shall have that system extended to the new portion(s) of the building irrespective of the size of the addition.

All references in sections R902.1, R902.1.3 to Class B and C roof covering are replaced with a minimum of Class A roof covering.

Part 3 of Title 24 of the California Code of Regulations, also referred to as the 2025 Edition of the California Electric Code (which incorporates by adoption a California version of the 2024 Edition of the National Electric Code of the National Fire Protection Association).

Based upon the express findings of necessity #1, #2, #3, and #4 set forth in Section 4-1.2, Part 4 of the 2025 California Building Standards Code, known as the California Electrical Code, as adopted by Section 4-1.4.3, is amended as follows:

Adopt by reference and add all 2025 California Electrical Code appendices except Appendix H Administration and Enforcement.

4-1.4.4 2025 California Mechanical Code Amendment.Part 4 of Title 24 of the California Code of Regulations, also referred to as the 2025 Edition of the California Mechanical Code (which incorporates by adoption a California version of the 2024 Edition of the Uniform Mechanical Code published by the International Association of Plumbing and Mechanical Officials).

Based upon the express findings of necessity #1, #2, #3 and #4 set forth in Section 4-1.2, the administrative regulations of Chapter 1 Division II of Part 4 of the 2025 California Building Standards Code, known as the California Mechanical Code, as adopted by Section 4-1.4.4, is amended as follows:

Delete Chapter 1, Division II (Administration) in its entirety and replace with the administrative provisions contained in Section 4-1.3 of the Novato Municipal Code.

Based upon the express findings of necessity #1, #2, #3 and #4 set forth in Section 4-1.2., the administrative regulations of Chapter 1, Division II of Part 5 of the 2025 California Building Standards Code, known as the California Plumbing Code, as adopted by Section 4-1.4.5, is amended as follows:

Delete Chapter 1, Division II (Administration) in its entirety and replace with and adopt the administrative provisions contained in Section 4-1.3 of the Novato Municipal Code.

Based upon the express findings of necessity #3 set forth in Section 4-1.2, Part 5 of the 2025 California Building Standards Code, known as the California Plumbing Code, as adopted by Section 4-1.4.5, is amended as follows:

Amend Section 713.4 to read as follows:

713.4 Public Sewer Availability. The public sewer may be considered to not be available for a proposed building or exterior drainage facility where such public sewer or a building or an exterior drainage facility connected thereto is located more than 300 feet from a proposed building or exterior drainage facility on a lot or premises that abuts and is served by such public sewer.

Based upon the express findings of necessity #1, #2, #3 and #4 set forth in Section 4-1.2, Part 5 of the 2025 California Building Standards Code, known as the California Plumbing Code, as adopted by Section 4-1.4.5, is amended as follows:

4-1.4.6 2025 California Energy Code. Part 6 of Title 24 of the California Code of Regulations, also referred to as the 2025 Edition of the California Energy Code published by the International Code Council.

4-1.4.7 2025 California Wildland-Urban Interface Code Amendment. Part 7 of Title 24 of the California Code of Regulations, also referred to as the 2025 Edition of the California Wildland-Urban Interface Code published by the International Code Council.

Based upon the express findings of necessity #1, # 2, #3 and #4 set forth in Section 4-1.2, the administrative regulations of Chapter 1, Division II of Part 2 of the 2022 California Building Standards Code, known as the California Wildland-Urban Interface Code, as adopted by Section 4-1.4.7, are amended as follows:

The text of Section 501.1 of the 2025 Wildland-Urban Interface Code is hereby amended to read as follows:

501.1 Scope. New and substantially remodeled buildings and structures located in any Fire Hazard Severity Zone or Wildland-Urban Interface (WUI) Fire Area designated by the enforcing agency shall be constructed in accordance with the California Building Code and this code. This chapter applies to building materials, system and/or assemblies used in the exterior design and construction of new buildings, substantial remodels, additions, modifications, and/or relocation within a Fire Hazard Severity Zone or Wildland Urban Interface (WUI) Fire Area as defined in Section 202.

Exceptions:

Group U accessory structures not exceeding 120 square feet (11m2) in floor area where located not less than 50 feet (15 240 mm) from applicable buildings.

Group U agricultural buildings not less than 50 feet (15 240 mm) from applicable buildings.

Section 501.5 of the 2025 Wildland-Urban Interface Code is hereby added to read as follows:

Section 501.5 Definitions.

MODIFIED. Any replacement either same in size or different in size or an addition of any building component.

The text of Section 503.1 of the 2025 Wildland-Urban Interface Code is hereby amended to read as follows:

Section 503.1 General. Buildings and structures hereafter constructed, modified or relocated into or within any Fire Hazard Severity Zone or Wildland-Urban Interface (WUI) Fire Area shall meet the construction requirements in accordance with Chapter 5. Materials required to be ignition-resistant building materials shall comply with the requirements of Section 503.2.

Exceptions:

New accessory buildings and miscellaneous structures complying with Section 504.11.

Group C occupancy special buildings conforming to the limitations specified in Section 450.4.1 of the California Building Code.

The text of Section 503.2.2 of the 2025 Wildland-Urban Interface Code is hereby amended to read as follows:

Section 503.2.2 Fire-retardant-treated wood. Fire-retardant-treated wood is prohibited for use in exterior siding, decking, or roofing.

Exception:

For any building or structure listed or determined eligible for the following registries: California Points of Historical Interest, California State Historical Landmarks, California Register of Historical Resources, and the National Register of Historic Places.

The text of section 503.2.3 of the 2025 Wildland-Urban Interface Code is hereby amended to read as follows:

Section 503.2.3 Fire-retardant-treated wood roof coverings. Fire-retardant-treated wood shingles and shakes are prohibited in roof assemblies.

Exception:

Section 503.3.1 of the 2025 Wildland-Urban Interface Code is hereby amended to read as follows:

Section 503.3.1 Qualification by Testing. Material and material assemblies tested in accordance with the requirements of Section 503 shall be accepted for use when the results and conditions of those tests are met. Product evaluation testing of material and material assemblies shall be approved or listed by the State Fire Marshal or identified in a current report issued by an agency approved by the building official and/or the fire official.

Section 503.3.4 of the 2025 Wildland-Urban Interface Code is hereby deleted:

The text of Section 504.3 of the 2025 Wildland-Urban Interface Code is hereby amended to read as follows:

Section 504.3 Protection of enclosed eaves. The exposed underside of enclosed roof eaves and soffits shall be protected on the exposed underside by one or more of the following:

Noncombustible materials.

Ignition-resistant building materials.

Materials approved for not less than 1-hour fire-resistance-rated construction on the exterior side, as tested in accordance with ASTM E119 or UL 263.

2-inch (51 mm) nominal dimension lumber.

Boxed-in roof eave soffit assemblies with an underside that meets the performance criteria in Section 504.7.2 when tested in accordance with the test procedures set forth in ASTM E2957.

Boxed-in roof eave soffit assemblies with an underside that meets the performance criteria in accordance with the test producers set forth in SFM Standard 12-7A-3.

Facias are required and shall be ignition-resistant building materials, , materials approved for not less than 1- hour fire-resistance-rated construction or 2-inch (51 mm) nominal dimension lumber.

The text of Section 504.3.1 of the 2025 Wildland-Urban Interface Code is hereby amended to read as follows:

Section 504.3.1 Protection of open eaves. The exposed roof deck on the underside of unenclosed roof eaves shall consist of one or more of the following:

Noncombustible material.

Ignition-resistant building material.

Materials approved for not less than 1-hour fire-resistance-rated construction on the exterior side, as tested in accordance with ASTM E119 or UL 263.

2-inch (51 mm) nominal dimension lumber.

One layer of 5/8-inch (16 mm) Type X gypsum sheathing applied behind an exterior covering on the underside of the roof deck.

The exterior portion of a 1-hour fire-resistance-rated exterior assembly, as tested in accordance with ASTM E119 or UL 263, applied to the underside of the roof deck designed for exterior fire exposure, including assemblies using the gypsum panel and sheathing products listed in the Gypsum Association Fire Resistance Design Manual.

Facias, if provided, shall be for exterior use , ignition-resistance building materials, materials approved for not less than 1-hour fire-resistance-rated construction or 2-inch (51 mm) nominal dimension lumber.

The text of Section 504.5 of the 2025 Wildland-Urban Interface Code is hereby amended to read as follows:

Section 504.5 Exterior walls. Exterior walls of buildings or structures shall be constructed with one or more of the following methods, unless they are covered with an exterior wall covering complying with Sections 504.5.2 and 504.5.2.1:

1-hour fire-resistance-rated construction on the exterior side.

Noncombustible materials.

Heavy timber. Assembly of sawn lumber or glue-laminated wood with the smallest minimum nominal dimension of 4 inches (102 mm). Sawn or glue-laminated planks splined, tongue-and-groove or set close together and well spiked.

Log wall construction.

Wall assemblies that have been tested in accordance with the test procedures for a 10-minute direct flame contact exposure test set forth in ASTM E2707 with the conditions of acceptance shown in Section 504.9.3.

Wall assemblies that meet the performance criteria in accordance with the test procedures for a 10-minute direct flame contact exposure test set forth in SFM Standard 12-7A-1.

Wall assemblies suitable for exterior fire exposure containing one layer of 5/8-inch (15.9 mm) Type X gypsum sheathing applied behind the exterior wall covering or cladding on the exterior side of the framing.

Wall assemblies suitable for exterior fire exposure with a 1-hour fire-resistance rating, rated from the exterior side, as tested in accordance with ASTM E119 or UL 263.

The text of Section 504.5.2 of the 2025 Wildland-Urban Interface Code is hereby amended to read as follows:
