Norco Municipal Code Ch. 8.06 Neglect and the Abuse of Animals

§ 8.06.010. Definition.

Every person or entity having ownership or custody of an animal shall have an affirmative duty to adequately maintain and care for such animal. It shall be a violation of this code and a public nuisance per se to neglect, mistreat and/or fail to adequately maintain, care for, and/or provide sufficient nutrition to any animal resulting in a threat to the health and welfare of said animal. In the event that the City is required to take any action to abate the public nuisance or impound and/or rehabilitate the animal, the City shall be entitled to recover the actual costs related thereto, including reasonable attorney's fees, as set forth in Section 1.04.010.
