17.96.010 - Initiation.

A. Proceedings for rezoning, prezoning, specific plans, or other amendments to this title may be initiated by the city council, the planning commission, or upon the written application of one or more property owners affected by the proposed amendment.

B. Individuals may initiate the aforesaid actions by filing an application with the clerk. Such applications shall be accompanied by a filing fee in an amount to be determined by resolution of the city council.
