7.04.010 - Supplementary effect.¶
These definitions pertain to the context of this Title 7. They supplement the definitions included in Section 1.04.010, the definitions contained in the respective codes attached to Title 7 and the definitions included in the respective chapters of this title.

7.04.020 - Chapter definitions prevail.¶
Where inconsistency or conflict occurs between the definitions in this title and any other definitions found in this municipal code, Title 7 shall prevail.

7.04.030 - General definitions.¶
The following words, phrases and acronyms, whenever used in this title, shall be construed as defined in this chapter unless from the context a different meaning is intended or unless a different meaning is specifically defined and more particularly directed to the use of such words, phrases or acronyms:
A. "CCO" means the code conformance officer(s) of the city.
B. "CCP" means the code conformance program of the city embodied in this title and supplemented by both management and legislative policies.
C. "Conservation code" is an abbreviation for "Property Conservation and Community Appearance Code."
D. "LUC" means Title 18, Land Use Code.
E. "Municipal code" means the National City Municipal Code.
F. "NCMC" means the same as "municipal code."
G. "PCC" means Property Conservation Code (Title 7).
H. "PC and CA (PCCAC) Title 7" means the Property Conservation and Community Appearance Code.
I. "UBC" means the Uniform Building Code.
J. "UFC" means the Uniform Fire Code.
K. "UHC" means the Uniform Housing Code.
L. "Woblers" means the option of citing code violations as either infractions or misdemeanors.

7.04.040 - Interpretation.¶
A. Whenever there is uncertainty or ambiguity in the meaning of any part of Title 7, the city attorney will address those questions and set forth an interpretive opinion that will be binding. Where such interpretations embrace questions of policy rather than law, the city council will make such interpretations.
B. The routine interpretation, comprehension and application of Title 7 rests with the code conformance officer.
