11.16.010 - Speed zones designated.

A. Whenever the City Manager determines, upon the basis of an engineering and traffic survey that a speed greater than twenty-five miles per hour would facilitate the orderly movement of vehicular traffic and would be reasonable and safe upon any street otherwise subject to a prima facie limit of twenty-five miles per hour under the CVC, the City Manager may determine and declare a prima facie speed limit of thirty, thirty-five, forty, forty-five, fifty, fifty-five, or sixty miles per hour, whichever is found most appropriate to facilitate the orderly movement of traffic and is reasonable and safe, which declared prima facie speed limit shall be effective when appropriate signs giving such notice thereof are erected upon said street. All increases in speed limits will require review by the Traffic Safety Committee.

(1) Twenty-five miles per hour is declared and established as the prima facie speed limit on the following streets:

a. 8th Street from National City Boulevard to Highland Avenue.

b. 16th Street from Wilson Avenue to National City Boulevard.

c. 18th Street from Wilson Avenue to National City Boulevard.

d. 18th Street from National City Boulevard to Highland Avenue.

e. 18th Street from Euclid Avenue to Rachael Avenue.

f. 22nd Street from Wilson Avenue to National City Boulevard.

g. 32nd Street from Tidelands Avenue to Marina Way.

h. "D" Avenue from Division Street to 8th Street.

i. "D" Avenue from 8th Street to 12th Street

j. "D" Avenue from 12th Street to 18th Street.

k. Division Street from "D" Avenue to Highland Avenue.

l. Grove Street from Prospect Street to Sweetwater Road

m. Highland Avenue from 2nd Street to 8th Street.

n. Hoover Avenue from 22nd Street to Mile of Cars Way.

o. "L" Avenue from 8th Street to Plaza Boulevard

p. "L" Avenue from 24th Street to 30th Street.

q. Manchester Street from Plaza Boulevard to Angelo Drive

r. Marina Way from Bay Marina Drive to 32nd Street

s. McKinley Avenue from 14th Street to 19th Street.

t. Palm Avenue from 16th Street to 18th Street.

u. Plaza Boulevard from Coolidge Avenue to National City Boulevard

v. Roosevelt Avenue from 8th Street to Civic Center Drive.

w. Roosevelt Avenue from Civic Center Drive to 16th Street.

x. West Avenue from 16th Street to 18th Street

y. Wilson Avenue from 18th Street to 24th Street.

z. Wilson Avenue from 16th Street to 24th Street.

(2) Thirty miles per hour is declared and established as the prima facie speed limit on the following streets:

a. 4th Street from National City Boulevard to "D" Avenue.

b. 4th Street from "D" Avenue to Highland Avenue.

c. 4th Street from Highland Avenue to Palm Avenue

d. 4th Street from Palm Avenue to Euclid Avenue.

e. 4th Street from Euclid Avenue to Harbison Avenue.

f. 8th Street from Harbor Drive to National City Boulevard

g. 8th Street from Highland Avenue to Palm Avenue.

h. 16th Street from National City Boulevard to Highland Avenue.

i. 16th Street from Highland Avenue to Palm Avenue

j. 16th Street from Palm Avenue to Euclid Avenue

k. 16th Street from Euclid Avenue to Harbison Avenue

l. 18th Street from Highland Avenue to Palm Avenue

m. 18th Street from Palm Avenue to Euclid Avenue.

c. 8th Street from Harbison Avenue to Paradise Valley Road/Plaza Boulevard.

d. 24th Street from National City Boulevard to "D" Avenue

e. 30th Street from Highland Avenue to "L" Avenue

f. Division Street from Highland Avenue to Palm Avenue

g. Division Street from Palm Avenue to Euclid Avenue

h. Division Street from Euclid Avenue to Harbison Avenue

i. Euclid Avenue from 4th Street to 8th Street.

j. Euclid Avenue from 8th Street to 20th Street

k. Euclid Avenue from 20th Street to 24th Street

l. Highland Avenue from 18th Street to 24th Street.

m. Hoover Avenue from Mile of Cars Way to 30th Street

n. National City Boulevard from Division Street to 8th Street

(4) Forty miles per hour is declared and established as the prima facie speed limit on the following streets:

a. Harbor Drive from 8th Street to Civic Center Drive.

b. Paradise Valley Road from 8th Street to Plaza Entrada.

c. Plaza Bonita Center Way from Valley Road to Sweetwater Road.

d. Plaza Boulevard from Harbison Avenue to 8th Street.

e. Valley Road from Sweetwater Road to Calle Abaja.

f. Valley Road from Plaza Bonita Center Way to San Miguel Court.

g. Sweetwater Road from I-805/Euclid Avenue to Valley Road.

h. Sweetwater Road from Valley Road to Plaza Bonita Road.

(5) Forty-five miles per hour is declared and established as the prima facie speed limit on the following streets:

a. Harbor Drive from North City Limit to 8th Street.

b. Sweetwater Road from 1-805/Euclid Avenue to Valley Road.

c. Sweetwater Road from Valley Road to Plaza Bonita Road.

d. Sweetwater Road from Plaza Bonita Road to Plaza Bonita Center Way.

B. Whenever the City Manager determine upon the basis of an engineering and traffic survey that the maximum speed limit of sixty miles per hour is more than is reasonable or safe upon any portion of any street or highway where such maximum speed limit of sixty miles per hour is applicable under the CVC, the City Manager my determine and declare a prima facie speed limit of fifty-five, fifty, forty-five, forty, thirty-five, thirty, or twenty-five miles per hour, whichever is found most appropriate to facilitate the orderly movement of traffic and is reasonable and safe, which declared prima facie limit shall be effective when appropriate signs giving notice thereof are erected upon such street.

C. The provisions of this section shall not apply to any state highway or extension thereof.

It is authorized and directed that appropriate signs giving notice of the speed zones designated in Section 11.16.010 be erected on the streets named in Section 11.16.010.
