10.50.010 - Obstructing prohibited—Removal.¶
It is unlawful for any person to injure or to obstruct, or cause to be obstructed, any public street, road, alley or other public highway within the city, or any public bridge, wharf, or sidewalk therein, or to render the same or any part thereof inconvenient or dangerous to pass, and the street superintendent is required to cause any and all such obstructions to be removed, first giving to the party causing such obstruction notice to remove the same, and upon the failure to do so, cause the same to be done at the expense of the city.
Large commercial three-cubic yard or larger refuse containers may be placed on the city-owned public right-of-way by the franchised trash disposal agency of the city. The container shall: be placed no more than six inches from the curb; be adequately marked with reflectors so as not to be a hazard to traffic; be maintained in a clean and safe condition; and be placed to serve a designated site for not longer than one week except where given a time extension by the director of public works. These containers shall not, by time extension or otherwise, be placed at a site for a time period equal to four weeks or for more than four separate occasions within a twelve-month period.
