§ 2.96.010. Disposal of real property.¶
The Council may by resolution adopted by a three-fifths vote, determine that any real property owned by the city is no longer necessary or useful for city purposes and thereupon may by the same resolution authorize the City Manager to carry out the sale and/or exchange of said property on such terms as the Council shall direct. The Council may at any time, by resolution adopted by a three-fifths vote, authorize the sale of any real property owned by the city to a public body or nonprofit corporation pursuant to an arrangement whereby such public body or nonprofit corporation leases such real property back to the city, provided that the Council by the same resolution determines that such real property will continue to be used for city purposes following such sale and leaseback.

§ 2.96.020. Disposal of surplus equipment, supplies and other property.¶
The City Manager may, in writing, determine that equipment, supplies or other property owned by the city is no longer necessary or useful for city purposes and authorize the city department to carry out the sale and/or exchange of said property on such terms as the City Manager may direct.
