Napa County Municipal Code Ch. 11.08 Airport Safety Zones

11.08.010 - Established—Shown on maps.¶
In order to accomplish the provisions of Division I of this chapter, there is created and established an airport safety zone, which includes all of the space lying within the precision instrument approach zones, nonprecision instrument approach zones, transition zones, horizonal zone and conical zone. Such areas and zones are shown in Map 11.08.070A, entitled Exhibit A, Napa County Airport Safety Zone; Map 11.08.070B, entitled Exhibit B, Approach Zone Cross-Sections; and Map 11.08.070C, entitled Exhibit C, Isometric View of Airport Safety Zones, following Section 11.08.070 of this title. The various zones are hereby established and defined as set out in Sections 11.08.020 through 11.08.060 of this chapter.

11.08.020 - Precision instrument approach zone.¶
This zone is established at the south end of the precision instrument Runway 36L for precision instrument landings and takeoffs. The approach zone shall have a width of one thousand feet at a distance of two hundred feet beyond the end of the proposed extension of Runway 36L, widening thereafter uniformly to a width of sixteen thousand feet at a distance of fifty thousand two hundred feet beyond the end of the runway, its centerline being the continuation of the centerline of the runway.

11.08.030 - Nonprecision instrument approach zone.¶
A. This zone is established at the north end of the nonprecision instrument Runway 18R and at each end of the nonprecision instrument Runway 6-24 for nonprecision instrument landings and takeoffs. The approach zone for Runway 18R shall have a width of one thousand feet at a distance of two hundred feet beyond the end of the proposed extension of Runway 18R, widening thereafter uniformly to a width of four thousand feet at a horizontal distance of ten thousand two hundred feet beyond the end of the runway.
B. The approach zone for Runway 6-24 shall have a width of five hundred feet at a distance of two hundred feet beyond each end of the runway, widening thereafter uniformly to a width of three thousand five hundred feet at a distance of ten thousand two hundred feet beyond each end of the runway, its centerline being the continuation of the centerline of the runway.

11.08.040 - Transition zone.¶
A. Transition zones are established adjacent to each precision instrument and nonprecision instrument runway and approach zone, as indicated on Exhibit A (see Map 11.08.070A).
B. Transition zones symmetrically located on either side of runways have variable widths as shown on Map 11.08.070A. Transition zones extend outward from a line two hundred fifty feet on either side of the centerline of the nonprecision instrument runway for the length of such runway, plus two hundred feet on each end, and five hundred feet on either side of the centerline of the precision instrument runway, for the length of such runway plus two hundred feet on each end, and are parallel and level with such runway centerlines. The transition zones along such runways slope upward and outward one foot vertically for each seven feet horizontally to the point where they intersect the surface of the horizontal zone.
C. Further, transition zones are established adjacent to the approach zones. These transition zones have variable widths, as shown in Map 11.08.070A. Such transition zones flare symmetrically with either side of the runway approach zones from the base of such zones and slope upward and outward at the rate of one foot vertically for each seven feet horizontally to the points where they intersect the surfaces of the horizontal and conical zones.
D. Additionally, transition zones are established adjacent to the precision instrument approach zone where it projects through and beyond the limits of the conical zone, extending a distance of five thousand feet measured horizontally from the edge of the approach zones at right angles to the continuation of the centerline of the runway.

11.08.050 - Horizontal zone.¶
A horizontal zone is established as an area described by swinging arcs of ten thousand feet from a point on the centerline of the runways two hundred feet from the ends of each runway, and connecting the adjacent arcs by lines tangent to those arcs. The horizontal zone does not include the precision and nonprecision instrument approach zones and the transition zones.

11.08.060 - Conical zone.¶
A conical zone is established as the area that commences at the periphery of the horizontal zone and extends outward therefrom a distance of four thousand feet. The conical zone does not include the precision instrument approach zones and transition zones.
