12.08.030 Speed limit in parking lots.

The maximum speed limit in any public parking lot shall be five miles per hour.

12.08.040 Park hours.

The city of Murrieta parks are open from sunrise to sunset. No person shall be, remain, stay or loiter in any park, or building therein or to leave a parked vehicle after posted closing time or before posted opening time, except when lawfully in attendance at an event approved in writing by the director of community services or city manager.

12.08.050 Parking in designated spots.

All vehicles must be parked in designated parking spaces or legally on a street. It is unlawful to park or leave a vehicle where there is a red or yellow curb or on the park turf unless authorized in writing by the director of community services. This section shall not apply to any vehicle being used for authorized city business, nor to any police or other emergency vehicle.

12.08.060 Loitering in or near restrooms.

No person shall loiter in or near the restrooms of any park.

12.08.070 Plant material.

No person shall dig, remove, destroy, injure, mutilate or cut any tree, plant, shrub, bloom or flower, or any portion thereof, growing in any public park; nor shall any person remove or deface or destroy any wood, turf, grass, soil, rock, sand or gravel from any public park.

12.08.080 Park facilities.

No person, other than a duly authorized city employee or agent shall:

A. Cut, break, injure, deface or disturb any rock, building, cage, pen, monument, sign, fence, bench or any other structure, apparatus or equipment or property of the city, or any portion thereof;

B. Mark or place on any such structure, or any portion thereof, any mark, writing or printing;

C. Attach thereto any sign, card display or similar device.

12.08.090 Unruly conduct and language.

No person shall indulge in riotous, boisterous, threatening, or indecent conduct, or abusive, threatening, profane, or indecent language, within a park in such manner as to disturb the public peace or materially disrupt the quiet enjoyment of such park or of any other person.

12.08.100 Animals.

No person shall bring into any public park any cattle, horse, mule, goat, sheep, swine, dog, cat or any animal of any kind, except that dogs or cats may be permitted in the park on a leash under full control of the owner or person in possession. Those who own or have possession of a dog or cat within a park must collect, pick up, and remove all feces left behind by said animal in or upon the park. This section shall not apply to mounted police patrol.

12.08.110 Weapons.

No person shall have in his or her possession in any public park any firearm, air gun, illegal knives, slingshot, bow and arrow, BB gun or any other item determined a weapon by the director or a Murrieta public safety officer. Nor shall any person discharge or shoot any firearm, air gun, slingshot, bow and arrow, BB gun or any other determined weapon within any public park within the city, except when permitted by the director as a part of a city sponsored or authorized recreational activity. 12.08.120 Firecrackers/fireworks.

No person shall have in his or her possession, nor shall any person fire or discharge, in any public park, any fireworks, as that phrase is defined in the Health and Safety Code of the state unless authorized by express provisions of this code, or as a part of a city sponsored or authorized public fireworks display. (Ord. 220 § 10, 2000)

12.08.130 Fires.

No person shall light or maintain any fire in a park unless such fire is lighted and maintained in a stove, fire circle, or other place or receptacle provided by the city for that purpose.

12.08.140 Solicitation and/or sale.

A person shall not solicit in any manner or for any purpose, or sell or offer for sale, any goods, wares, or merchandise, therein, except:

A. By any city granted concession; or

B. By any person acting pursuant to a contract or agreement with the city.

12.08.150 Disposal of rubbish.

No person shall bring to, or deposit in, any park for the purpose of disposing thereof garbage, refuse, bottles, glass, crockery or cans whether or not placed in any receptacle maintained for that purpose.

12.08.160 Compliance required.

A. No person or group shall enter, be, or remain in any city park, field, facility, or open space lands except in compliance with this chapter and any applicable city policies and regulations.

B. The City Manager or his or her designee may exclude any individual or group from any city park, field, facility, or open space lands, or portions of any city park, field, facility, or open space lands, where such exclusion is necessary to protect public property or the public health, safety, or welfare.

C. Whenever any area of any city park, field, facility, or open space lands has been reserved for exclusive use of a person or group of persons, such area shall be closed to the use of all other persons or groups not associated with the exclusive use.

12.08.170 Enforcement.

Violations of this chapter may be enforced by any method allowed in Chapter 1.32.
