2.12.010 - Department established.¶
There is established a department under the jurisdiction of the city manager entitled the community development department. At a minimum, this department shall consist of two sections; namely, a planning section and a building section.

2.12.020 - Planning division duties.¶
The duties and responsibilities of the planning division shall include, but are not limited to, the following:
A. Administration of the city planning function including keeping all records of applications and actions thereon;
B. Processing zoning and other related planning functions, including setting and giving notice of public hearings, preparing agendas and reviewing use permits and requests for time extensions thereon;
C. Coordinating planning functions with other city departments and county and state agencies;
D. Act as a liaison between the city planning commission and other city agencies and assist the planning commission in its functions, such as preparing agendas, recording meeting minutes and making staff recommendations on the matters before the planning commission;
E. Updating regularly the general plan and its elements and reviewing those use permits which have an expiration date;
F. Supervising the preparation of all ordinances pertaining to the functions of the planning commission and planning function, and making recommendations to the city council for adoption of such legislation;
G. Approve or disapprove, in whole or in part, applications for permits or plan approvals pursuant to Title 18 (Zoning) of this code, or as amended;
H. Render advice and guidance on the restoration, alteration, landscaping or maintenance of any cultural resource, including landmark, landmark site, historic district or neighborhood property within public view;
I. Nothing shall permit the city manager from assigning planning division duties differently than stated above in Sections 2.12.010(A) through (H) as he/she deems appropriate for the good of the city.

2.12.030 - Building division duties.¶
The duties and responsibilities of the building division shall include, but are not limited to, the following:
A. Administering the Uniform Building Code, Uniform Plumbing Code, electrical and all other such codes adopted by city ordinance;
B. Administering regulations, laws and rules of the state relating to structures and/or housing;
C. Enforcing city codes pertaining to signs, zones and off-street parking requirements for businesses and industry;
D. Establishing and administering programs and procedures for the investigation of structural conditions and or the coordination of other departments and agencies, including the fire department, health department, Division of Housing of the state, and such other jurisdictions as may be concerned with dilapidation and its abatement; preparing reports and recommendations relative to abatement; presenting information and analytical data to the council in the event of appeals from the building official's orders and directives or the institution of condemnation proceedings;
E. Establishing and maintaining a system of records relating to building permits, a sign code and related matters;
F. Conferring and coordinating with other agencies and departments including the public works department and the fire department, to the end that construction shall be in conformance with city plans for land use and the adequacy of public facilities;
G. Nothing shall permit the city manager from assigning building division duties differently than stated above in Sections 2.12.010(A) through (H) and he/she deems appropriate for the good of the city.
