10.08.010 - Scope.¶
A. The provisions of this chapter prohibiting the stopping, standing or parking of a vehicle apply at all times or at those times specified in this chapter, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.
B. The provisions of this chapter imposing a time limit on standing or parking do not relieve a person from the duty to observe other and more restrictive provisions of the Vehicle Code or the ordinances of this city prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.

10.08.020 - Regulations governing stopping and parking.¶
A. The town manager may maintain by appropriate signs or by painting upon the curb surface no stopping zones, no parking areas, and restricted parking areas.
B. When curb markings or signs are in place, an operator of a vehicle may not stop, stand, nor park the vehicle adjacent to a legible curb marking or sign in violation of the marking or sign.

10.08.030 - No-parking areas.¶
No operator of a vehicle may stop, stand, park, or leave it standing in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or other authorized officer, or traffic sign or signal:
A. Within a divisional island unless authorized and clearly indicated with appropriate signs or markings,
B. On either side of a street between the projected property lines of a public walk, public steps, street, or thoroughfare terminating at such street, when such area is indicated by appropriate signs or by red paint upon the curb surface;
C. In any area where the city traffic engineer determines that the parking or stopping of a vehicle would constitute a traffic hazard or would endanger life or property, when such area is indicated by appropriate signs or by red paint upon the curb surface;
D. In an area established by resolution of the town council as a no-parking area, when such area is indicated by appropriate signs or by red paint upon the curb surface;
E. In an area where the parking or stopping of a vehicle would constitute a traffic hazard or would endanger life or property;
F. On a street where the use of the street is necessary for the cleaning, repair or construction of the street or the installation of underground utilities, or where the use of the street is authorized for a purpose other than the normal flow of traffic, or where the use of the street is necessary for the movement of equipment, articles or structures of unusual size, and the parking of the vehicle would interfere with such use or movement; provided, the signs giving notice of such no-parking are placed at least twenty-four (24) hours before the effective time of such no-parking.

10.08.040 - No parking for advertising or display.¶
No operator of a vehicle may park the vehicle upon a street for the principal purpose of advertising or displaying it for sale unless authorized by resolution of the town council.

10.08.050 - Parking on grades.¶
No person may park or leave standing a vehicle unattended on a street when upon a grade exceeding three percent without blocking the wheels of the vehicle by turning them against the curb or by other means.

10.08.060 - Storing vehicles on public streets—Time limits—Authorization for removal.¶
A. No person who owns or has possession, custody, or control of any vehicle, boat, trailer, or recreational vehicle, shall stop, park or leave standing, such vehicle, boat, trailer, or recreational vehicle upon any public street for more than a consecutive period of seventy-two (72) hours. For the purposes of this section, such vehicle shall be considered to have been parked or left standing for seventy-two (72) or more consecutive hours if it has not been moved at least two hundred (200) feet or onto private property during such seventy-two-hour period, except as provided in Section 10.08.070 below.
B. Except as provided in Section 10.08.070, in the event a vehicle, boat, trailer, or recreational vehicle is stored, parked or left standing upon a public street in excess of a consecutive period of seventy-two (72) hours, as defined above, any member of the police department authorized by the police chief may remove such vehicle, boat, trailer, or recreational vehicle, from the public street in the manner and subject to the requirements of the California Vehicle Code.
C. Violations of this section may also be enforced in any manner set forth in this Code, including without limitation, issuance of an administrative citation.

10.08.070 - Parking permits for storing vehicles on public streets.¶
A vehicle, boat, trailer, or recreational vehicle may be stopped, parked or left standing on any public street in excess of seventy-two (72) hours only when the town issues a vehicle parking permit pursuant to the following:
A. Purpose. The purpose of authorizing the issuance of vehicle parking permits is to provide owners of vehicles, boats, trailers, or recreational vehicles an opportunity to stop, park or leave standing their vehicles, boats, trailers or recreational vehicles on a public street in excess of seventy-two (72) hours, when deemed necessary or allowable.
B. Requirements for Vehicle Parking Permits. Any person may obtain a vehicle parking permit to park a designated vehicle, boat, trailer, or recreational vehicle on a public street, for a limited period of time in excess of seventy-two (72) hours, as described in subsection (D) of this section.
C. Issuance of Permits. The chief of police, or her/his designee, shall issue vehicle parking permits, pursuant to the following:
- Each person desiring a vehicle parking permit shall file with the chief of police or her/his designee a completed town application form containing the following:
a. The name, address, phone number and local contact of the applicant and registered owner of the designated vehicle, boat, trailer, or recreational vehicle;
b. The license number, proof of current registration, make and model of the designated vehicle, boat, trailer, or recreational vehicle;
c. The dates for which the permit is requested pursuant to subsection (D) of this section;
d. The dates and duration of any and all vehicle parking permits issued for the vehicle, boat, trailer, or recreational vehicle within the immediately preceding ninety-day period;
e. The reason for the requested vehicle parking permit;
f. Additional information the chief of police or her/his designee may require; and
g. The applicant's signature under penalty of perjury.
Applications shall be reviewed by the chief of police or her/his designee and may be approved upon a showing of good cause. Vehicle parking permits issued by the chief of police or her/his designee shall include the license plate number of the designated vehicle, the date of issuance and the date of expiration.
All permits shall be placed at the lower driver's side of the windshield of the vehicle to which it is issued so that it is clearly visible from the exterior of the vehicle. Should the vehicle not have a windshield, the permit shall be affixed on the front of the vehicle. The vehicle shall not be covered in any manner that would obstruct the view of the permit and the license plate.
D. Permit Duration and Renewal. A vehicle parking permit shall be valid for a period not to exceed seventy-two (72) hours. Upon expiration of a vehicle parking permit issued under this section, the applicant may apply for and be granted additional vehicle parking permits, if approved by the chief of police or her/his designee as set forth herein. In no event shall any designated vehicle be issued more than three vehicle parking permits within any ninety-day calendar period.
