Any person who is required to bear the cost of providing environmental studies which relate to and cover planning for possible development of properties other than the property or properties of the person responsible for such studies, may be reimbursed for that portion of his or her expenses related to such other property pursuant to this Section. The County, prior to processing any development entitlement for properties covered by any such environmental studies, may require the developer or owner of such property to pay to the County an amount equal to the developer's or owner's proportional share of such environmental study, as determined by the Director of Planning ("Director").
