15.16.010 - Findings.¶
The Board of Supervisors of the County of Monterey recognizes and finds that because of climatological and environmental conditions existing within the portion of the County described in Section 15.16.020 which require the conservation of water for domestic use and provision of adequate water for fire protection; and
That because of a lack of an adequate water supply for domestic use and fire suppression, there are hazards within said portion of the County which require solutions other than those specified within the Building Ordinance codified in Chapters 18.04 through 18.28 and the various codes adopted thereby; and
In recognition of these unique and serious hazards and the need to prevent loss of life and property, this Board finds that the code modifications contained in this Chapter, as such changes modify the State regulations, are reasonably necessary for the protection of life and property.

15.16.020 - Area of application.¶
This Chapter shall apply only in the unincorporated area of that portion of the County of Monterey as is within the boundaries of Zone 11 of the Monterey County flood control and water conservation district.

15.16.030 - Permitted under certain conditions.¶
Notwithstanding the provisions of Chapters 18.04 through 18.28 of this Code, the Building Code of the County of Monterey, and the provisions of the Uniform Plumbing Code adopted thereby, waste water from lavatories, bathtubs, showers, clothes washers and dishwashers may be collected for the purpose of flushing toilets and urinals and for the purpose of landscape irrigation subject to the following conditions:
A. If the waste water is supplied to the tank of a flush toilet, the domestic water supply line shall be physically disconnected from the toilet tank;
B. The storage facility shall be so used and constructed and irrigation practiced as to prevent the breeding of mosquitoes.
