Final Maps shall be prepared, filed and recorded in accordance with the Map Act. The City Engineer shall, from time to time, prepare and provide detailed specifications to any subdivider setting forth the specific requirements necessary for preparing, filing and recording a Final Map. Any Subdivider desiring to record a Final Map shall follow the requirements set out by the City Engineer before the Final Map may be considered by the City Council. Certification by the City Engineer on the Final Map shall indicate compliance with this section.

Parcel Maps shall be prepared, filed and recorded in accordance with the Map Act. The City Engineer shall, from time to time, prepare and provide detailed specifications to any subdivider setting forth the specific requirements necessary for preparing, filing and recording a Parcel Map. Any Subdivider desiring to record a Parcel Map shall follow the requirements set out by the City Engineer before the Parcel Map may be considered by the City Engineer. Certification by the City Engineer on the Parcel Map shall indicate compliance with this section.

The City Council may, at the time of approval of a Final Map or Parcel Map, accept or reject any offered dedication made by the subdivider and reflected on the map. Notwithstanding a rejection of an offered dedication, the City Council may, at any subsequent date, without further action by the subdivider, accept the previously rejected offer of dedication.

The City Council may, upon its own initiative or upon request of the subdivider, authorize the filing of final maps in phases. No phased filings shall be allowed without the subdivider first executing any required deferred improvement agreement deemed necessary by the City to insure that all improvements shall ultimately be completed. Any deferred agreements shall include appropriate performance and sureties necessary as deemed necessary by the City.

No building permit, house moving permit, use permit, certificate of occupancy or other permit related to the use of land shall be issued by the City in connection with any premises or any portion thereof which has at any time been subdivided in violation of this Chapter and not corrected. Permits issued without compliance with this Chapter are void. Upon discovery of such permits, it shall be the duty of the City Manager to notify the person to whom such permit was issued of the requirements of this Chapter and to demand that all construction work cease immediately and not be resumed until compliance with this Chapter.
