17.20.010 Purpose. ¶
It is the purpose of this chapter to establish regulations for the location, use, character, parking, signing and processing of applications for bed and breakfast inns and facilities within the city. (Ord. 2-85 § 2(A), 1986)

17.20.020 Defined. ¶
“Bed and breakfast” or “B and B” inns and facilities means the rental of rooms or space within a new or existing structure for the purpose of providing overnight accommodations for paying guests for a period not to exceed one week per individual rental, with not more than one meal to be provided daily, with the entire service offered to be included in one stated price. No meals may be served to persons who are not also renters, except for those persons who are nonpaying personal guests of the occupying owner of the B and B inn or facility. (Ord. 2-85 § 1, 1986)
17.20.030 General requirements. ¶
A In addition to any and all required permits and conditions pursuant thereto, and irrespective of whether a use permit is required in a particular instance, all bed and breakfast inns and facilities are subject to other provisions of this title.
B. The establishment of bed and breakfast inns and facilities in any particular location shall be harmonious with the character of the neighborhood and zone in which they are to be located.
- C. Adequate and surplus off-street parking is of primary concern in the establishment of bed and breakfast inns and facilities. (Ord. 2-85 § 2(B), 1986)
17.20.040 Permit application. ¶
All applications for use permits for bed and breakfast inns and facilities shall be accompanied by the following:
A. A floor and site plan accurately depicting the items set forth in subdivisions 1 through 6, as follows:
All existing and proposed structures,
All existing and proposed off-site improvements,
Off-street parking and driveway access,
All immediately adjacent properties and improvements,
Photographs or drawings of existing elevations, and drawings of any proposed changes thereto,
Sign details and proposed locations;
B. Other information as set forth in paragraphs 1 through 3 hereafter.
- When applicable, a letter from the county or State Health Department detailing any and all requirements of that agency,

A description of the facilities, including but not limited to the number and type of units, bathroom facilities, and type of meals to be provided,
Any other information required by the planning commission or city council during processing of the application. (Ord. 2-85 § 2(D)(5), 1986)
17.20.050 Zones where permitted. ¶
Bed and breakfast inns and facilities shall be allowed in the following zones by use permit only: R-1, R-1A, R-2 and R-3. (Ord. 91-3, 1991; Ord. 2-85 § 2(C), 1986)
17.20.060 Owner residence required. ¶
Bed and breakfast inns and facilities shall be permitted only where the occupying owner maintains his or her primary place of residence on the site, and the bed and breakfast inn and facility shall be operated as an accessory use to the owner's residence. (Ord. 2-85 § 2(D)(2), 1986)
17.20.070 Off-street parking. ¶
The number of parking spaces required for bed and breakfast inns and facilities shall be as follows: one off-street parking space for each rental room in addition to existing off-street parking for the occupying owner. (Ord. 2-85 § 2(0)(1), 1986)
17.20.080 Number of units. ¶
Bed and breakfast inns and facilities shall be limited to the number of rental rooms or units as follows:
A Only bed and breakfast inns and facilities which are comprised of four or fewer rental units may be allowed when each and every regulation set forth in this chapter is met.
B. No premises shall be utilized for a bed and breakfast inn and facility unless there are at least two exits to the outdoors from such premises. Rooms utilized for sleeping shall have a minimum size of one hundred square feet for two occupants with an additional thirty square feet for each additional occupant up to a maximum of four occupants per room. Each sleeping room used for the bed and breakfast operation shall have a separate smoke detector alarm, as required by the Uniform Building Code and/or Uniform Fire Code; in case of any difference between the requirements, the most strict shall control. Lavatories and bathing facilities shall be available to all persons using any bed and breakfast operation.

C. For a two-story building or more, the building shall have a fire escape or escapes as required by the Uniform Building Code and/or the Uniform Fire Code; in case of any difference between the requirements, the most strict shall control. (Ord. 2-85 § 2(D)(3), 1986)
17.20.090 Sign. ¶
One sign identifying bed and breakfast inns and facilities shall be permitted at any bed and breakfast inns and facilities and shall comply with the following:
A. Signs shall not exceed three square feet and shall be directly attached to the building.
B. Signs shall not be illuminated except by indirect lighting.
C. All proposed signs shall be by sign permits only as set forth in this title. (Ord. 2-85 § 2(0)(4), 1986)
17.20.100 Annual inspection. ¶
All approved bed and breakfast inns and facilities are inspected on an annual basis by a representative of the county health department, in accordance with state law. (Ord. 2-85 § 2(0)(6), 1986)
