Sec. 14.02.210. - Adoption of plans and specifications.¶
The hereinafter listed documents, save and except such portions as are hereinafter deleted, modified or amended, of which codes or documents not less than three copies have been and are now filed in the office of the city clerk for examination, are hereby adopted as the standard plans and specifications for the construction, improvement and repair of highways, bridges, flood control and recreational facilities:
(1) Standard Specifications for the Public Works Construction, except section 307, 1991 edition, published by Building News, Inc.
(2) The following portions of Standard Specifications, Department of Transportation, State of California, dated July, 1992:
a. Signals and lighting: section 86.
b. Pavement markers: section 85.
c. Bridges: sections 19, 49 through 52, 55, 57, 67, 75, 83, 89, 90 and 95.
(3) The portion of Standard Plans, Department of Transportation, State of California, dated July, 1992, covering Signs, Signals and Lighting and that portion covering Bridges.
(4) Manual of Traffic Controls for Construction and Maintenance Work Zones dated 1985, issued by the State of California, Business Transportation and Housing Agency, Department of Transportation.

Sec. 14.02.220. - Public works director's plans and regulations.¶
Standard plans for the construction, improvement and maintenance of highways, bridges, flood control, landscaping, grading, small drainage structures, irrigation and recreational facilities; and for the protection, supervision, management, control or use of such facilities, shall, from time to time, be submitted by the public works director and shall, upon approval and adoption by resolution, be enforced by him, and complied with and adhered to, except as provided by section 14.02.230, by developers, builders, contractors, subcontractors, agents and all others engaged in such construction, improvement or maintenance. Copies of the standard plans shall be available for inspection at the office of the planning director.

Sec. 14.02.230. - Modification and deviation from plans.¶
In any case where strict adherence to the public works director's standard plans and specifications enumerated in section 14.02.220 would be impractical or unreasonable, the planning director or his designee may grant such modification or deviation therefrom as will, in accord with good engineering practice and the public health and safety, conform to a plan that will, under the circumstances in such case, be practical and reasonable.
