§ 3.50.010. Created; purpose.¶
There is hereby created and established a special, self-balancing, interest-earning enterprise fund to be officially designated as the "Parking Enterprise Fund." The primary purpose of this fund is to account for all revenues and expenditures associated with the operation, enforcement, maintenance, and long-term capital improvement of the City's public parking system.

§ 3.50.020. Source of monies.¶
All public monies received, collected, or recovered by the City of Millbrae from the following sources shall be deposited directly into the Parking Enterprise Fund:
A. All hourly, daily, or flexible fees collected from on-street parking meters, pay stations, kiosks, and mobile applications within the City.
B. Gross revenues generated from municipal off-street parking lots, surface lots, and multi-level parking structures.
C. Fees collected from the issuance of downtown employee, residential, valet, or commercial parking permits.
D. Administrative fines, enforcement penalties, and late fees collected from municipal parking citations.
E. Any interest earned on monies held within this enterprise account.

§ 3.50.030. Permissible expenditures.¶
Monies deposited into the Parking Enterprise Fund shall be managed by the Department of Finance and used exclusively for the management, operations, and capital needs of the parking system, including:
A. Operational costs for purchasing, leasing, installing, and repairing parking kiosks, physical meters, smart pay stations, and network software platforms.
B. Ongoing cleaning, maintenance, restriping, lighting, and security operations within city-owned parking facilities and commercial corridors.
C. Personnel, administrative, and equipment costs required for localized parking enforcement, including contracted personnel, leased equipment, and/or license plate recognition technology.
D. Capital acquisition of land, engineering, or structural construction for new multi-modal parking options or parking garage expansions.
E. Debt service payments on any municipal bonds or loans issued for downtown infrastructure or parking infrastructure projects.

§ 3.50.040. Fiscal administration.¶
A. Non-Reversion: Monies remaining in the Parking Enterprise Fund at the close of any fiscal year shall not revert or be transferred into the Millbrae General Fund. All funds shall remain within the enterprise account to accumulate for its explicitly stated purposes.
B. Annual Budgeting: The Director of Finance shall submit an annual budget and accounting report for the fund to the City Council for approval, aligning projected expenditures with the city's long-term parking development plans.
